Thanos can try to stop him before his rise, but the rival will watching over his own timeline.
However, there is a loophole.
Infinity Thanos can only watch over his own history, from his birth to his loss of power.
Even though he can still go beyond his loss of the infinite power, he is not all-powerful there.
The same goes for before his birth.
Thus Thanos plans to create something new, before the birth his rival.

Not to be outdone, the New York State Attorney General Maxine Lavender is alleging that Banner defrauded Super-Fight Island’s Athletic Commission by using performance enhancers during his time “in the ring” as the UCWF’s “Super Smash Brother”! Does gamma radiation really count?
Manhattan’s District Attorney is also bringing a litany of criminal charges that even the genius Banner can’t understand! Meanwhile, Child Protective Services is trying to take custody of Banner’s son Skaar! There’s even a probate issue with the estate of his late wife Caeira… and she died on another planet! Plus, dozens of individuals injured by supervillains that Hulk stopped are now bringing suits against Hulk thanks to unscrupulous ambulance-chaser Powell Moerter, Esq.!

The Russian equivalent of Santa Claus is Ded Moroz (Морозко), a kindly gift-giving wizard who developed the power to freeze anything. The Soviets banned him and all Christmas traditions after their revolution. In accordance with Marxist–Leninist doctrine, he was considered "bourgeois and religious.”
Decades later, Josef Stalin wants to appropriate Ded Moroz and make him the secular symbol of the U.S.S.R.’s New Year's holiday (Novy God) which supplanted Christmas. There’s just one problem… Ded Moroz is still alive, loves Christmas, and hates communists!
The Soviet Union’s most lethal assassin, the Winter Soldier, is taken out of stasis and given a mission: turn Ded Moroz into Dead Moroz!
