“PARALLELS”
Two men, both transformed into super soldiers by and for their respective nations. One given an unbreakable vibranium shield, the other indestructible carbonadium tendrils. Both were incredibly effective weapons against their homeland’s enemies, and through happenstance both ended up frozen for many decades. But when Steve Rogers woke up, he found the country he fought for had thrived. It became the world’s sole superpower and, despite some hiccups, it still overwhelmingly stood for truth and justice. His American Dream was alive and well. When Arkady Rossovich awoke, he found the nation he fought for no longer existed. It had crumbled into the dust of the past, murdered by weak-willed and incompetent leaders and replaced with a despicably corrupt kleptocracy. He wasn’t there when his beloved U.S.S.R. needed him the most, but Rossovich will never abandon his Soviet Dream. He will take Steve Rogers’ country from him and he will do so in the spirit of a true revolution. If all goes according to plan, the people will break Captain America... and then Omega Red will finish him off!

“WAR HEROES”
Staff Sergeant Nicolás Guerrero and his squad are pinned down by enemy fire near Mosul. He is part of Operation Inherent Resolve, tasked with eliminating ISIS in Iraq, and his current mission is to save seventy civilian hostages from the extremist terrorists. Yet now even retreating with his own life seems impossible. As he prepares to abandon hope, ordinance that would have killed him bounces off a red, white, and blue shield. Captain America is there, waving Guerrero’s squad forward, and promising that he’ll be with them “to the end of the line!” But can even Cap defeat an ISIS that is more ruthless - and with inexplicably more powerful weapons- than ever before?
Meanwhile, the Staff Sergeant’s younger brother Sebastián faces his own warzone: high school. His low-income neighborhood in the suburbs of New York City has been infiltrated by Los Arañas Delvadia, a viscous South American gang whose leader, the superhuman Tarantula, believes he is entitled to conscript all those with Delvadian blood. When they come for Sebastián, he asks himself what Captain America would do... “WEB OF VENGEANCE”
Valerie Cooper is a powerful woman. She sits on the federal Commission on Superhuman Activities and is the director of the newly commissioned Office of National Emergency, a.k.a. O*N*E*, the agency tasked with containing and controlling “non-conventional” threats to the United States. Unlike S.H.I.E.L.D., the activities of O*N*E* are public. There’s accountability and transparency. And that’s how she got Captain America to work for her.
Currently Director Cooper is extremely concerned about advanced weapons the ISIS terrorists Steve defeated in Mosul had in their possession, believing them to be of alien design and to have originated in Sharzhad, a radical middle-eastern nation that seemingly sprung up overnight between Egypt and Libya. Unfortunately, she has to assign Agent Mockingbird to investigate that crisis; Captain America is otherwise occupied. Los Arañas Delvadia is a vicious South American gang with an increasingly violent domestic presence. That usually wouldn’t be O*N*E*’s jurisdiction, but they are led by a superhuman: Anton Miguel Rodriguez, better known as Tarantula, a super-soldier with spider-powers on top. His thugs killed the teen brother of a friend of Steve’s who refused their aggressive recruitment efforts, and Captain America absolutely will not stop until that young man has been avenged and the gang is eradicated in its entirety... which is going to bring him inevitably into a direct confrontation with the gang’s leader - and into the Tarantula’s web!

“THE GREAT SATAN”
Sharzhad: a new totalitarian nation on the Egypt-Libya border founded by Dagan Shah, a.k.a. the Sultan Magus. He was a Qatari separatist and radical Islamic extremist who discovered highly advanced extraterrestrial technology, centuries beyond anything the United States has, buried for who knows how long beneath the Great Sand Sea. Shah somehow... bonded with it, using his newfound power to establish a small country around the discovery site and to become a major destabilizing force in the region. The Sultan Magus is doubly dangerous, with technological might from the future and an ideology from the Middle Ages. The good news is that his powers and abilities are limited to a defined radius. The bad news is that within his borders he is essentially a god of Jihad. The worst news is that this intelligence was gathered and transmitted by O*N*E* agent Bobbi “Mockingbird” Morse before she was captured by Sharzhad forces and imprisoned pending public execution for espionage and heresy. Can even Captain America pull off a rescue? He’s certainly going to try! And to do so he’ll team up with his ally in the region and Israel’s top super-soldier: Ruth Bat-Seraph, the incomparable Sabra!
Meanwhile, New York’s 7th Congressional District, which includes Steve’s Brooklyn Heights neighborhood, has a new representative. Yet little do her constituents know, Congresswoman Roja-Oñederra is the student of a shadowy mentor: the Soviet super-soldier Omega Red! He’s begun consolidating power, but what is this cold warrior’s endgame?

“NEW MODEL”

  • Guest-starring the Invincible Iron Man!*

Following his exploits in the Middle East, Steve Rogers appreciates the need to liberate the United States from its reliance on foreign oil... and he believes Tony Stark might be the man to do it! The genius billionaire playboy philanthropist is looking to change the world by manufacturing commercial vehicles fueled by low-yield versions of the same arc reactor that powers his famous suit of armor, and he intends to give the world a sneak peek at two prototypes: a sleek sedan called the “Tour Machine” and a rugged SUV known as the “Trailbuster” (names are still being workshopped in focus groups). Steve wants him to succeed, but the list of people who don’t is enormous: big oil, the automobile industry at large, and those foreign powers that hold America in their petroleum-filled grasp, just to name a few. So it’s unclear just who hired Donald Pierce and his cybernetic mercenaries, the Reavers, to crash Stark’s Pasadena press conference and destroy the prototypes. What is clear, however, is that Captain America isn’t going to let that happen! Perhaps unrelated, one of Stark’s top scientists abruptly resigns and falls off the grid in a pattern that mirrors recent disappearances of big brains from Roxxon, Horizon Labs, and the Rand Corporation. The only link? A cryptic question scrawled on notepads left on their desks: “Who is George Tarleton?”
Meanwhile, with Steve away from Brooklyn, Congresswoman Roja-Oñederra unilaterally appoints a new Captain America that better reflects her diverse constituency. Sally Floyd’s popular op-ed identified the perfect candidate: Miss America Chavez. She’s female, a lesbian, and being a Fuertona from the Utopian Parallel she’s not technically Hispanic but she’s close enough. Her vast array of powers and skills dwarf those of the mere peak-human Steve Rogers. And best of all, she has the righteous zeal and impressionable mind of a millennial. She’s the perfect choice... to be surreptitiously indoctrinated by the Soviet super soldier Omega Red!

“GENERATIONAL CONFLICT”
Congresswoman Roja-Oñederra continues to indoctrinate her newly hand-picked Captain America, the young America Chavez, in the philosophies of her secret master - the Soviet super-soldier Omega Red! Chavez readily absorbs messages about how the Soviet Union embraced racial and gender equality while the U.S. denied civil rights to women and minorities. Soon, she will be a true believer. But first, Omega Red demands a test...
A protest against Roja-Oñederra’s far-left policy proposals has sprung up in Brooklyn Heights and Chavez is tasked with silencing their “hate-speech” by any means necessary! Yet when the confrontation inevitably turns violent, the shield of Steve Rogers is there to defend the right to peacefully assemble! In this confrontation between Captain Americas, she says he’s no longer suited to wear the colors as a cis white male, a tool of the patriarchy, now defending “literal” nazis. He responds. “Ma’am, I’ve fought literal nazis... and these people aren’t them!” But mere peak-human Steve Rogers is dramatically outgunned in this fight by the flying, super-strong and hyper-fast Fuertonan from the Utopian Parallel. He’s got to find a way to deescalate the situation because, even if Chavez won’t act on “the will of the proletariat” and finish him... Omega Red will!
Meanwhile, Agent Mockingbird follows a lead on the mysterious George Tarleton who may be responsible for the disappearance of several geniuses from their respective big corporations. But when she encounters a high-tech soldier in yellow and black, will she discover that she’s been “A.I.M.ed” in the wrong direction? “WAR OF WORDS”
After his defeat in Brooklyn Heights, Captain America finds himself captured and at the mercy of his greatest enemy - the Soviet super-soldier Omega Red! But the Russian once known as Arkady Rossovich isn’t satisfied with merely defeating the sentinel of liberty physically. He must break him intellectually. Philosophically. He yearns to hear Steve Rogers admit that the colors he wears represent nothing more than a hypocritical corporate oligarchy with a degenerate culture of neocolonialism and systemic exploitation. But Captain America will not yield to Omega Red, whom he sees as the perfect analogy for communism - a conscienceless killer who leeches life from others to survive, inevitably becoming morally and financially bankrupt in the process. This battle of wills will rage as the torturer promises to keep Rogers alive just long enough to witness what Omega Red and his protégés transform the United States into - and to see that the last capitalist they hang will be the one who sold them the rope...
Meanwhile, America Chavez recovers from her own defeat. Deceived by her would-be mentor Congresswoman Roja-Oñederra, Chavez was drained by Omega Red’s carbonadium tendrils - the act that empowered Red to defeat Cap in the first place. Stripped of most of her abilities save for modestly superhuman strength, speed, and endurance, Director Valerie Cooper gives Ms. America one last chance to redeem herself - help O*N*E* rescue Steve Rogers!
Elsewhere, Mockingbird discovers that the mysterious George Tarleton she was pursuing is an L.M.D. So where’s the real deal?

“CRUEL AND UNUSUAL”
After Captain America and Iron Man defeated the Reavers (see CAPTAIN AMERICA #4), Bonebreaker was taken into custody. You might know him better as that guy with tank treads instead of legs. Since he’s a highly dangerous cyborg, he was awaiting trial in “the Vault” - the beyond maximum-security federal prison designed to confine superhumans. He escaped. Now O*N*E* has asked Cap to assist in the Vault’s prisoner reclamation efforts. He’s happy to do it, but what he sees and hears in the process may lead Steve to question whether Bonebreaker’s constitutional rights were being abused. And that might put him into conflict with the Vault’s Guardsmen - the nation’s toughest corrections officers with armor originally designed by Tony Stark! Will they show Cap how cruel and unusual they can really be?
Meanwhile, in gratitude for her assistance in rescuing Cap from Omega Red (see CAPTAIN AMERICA #6), Director Valerie Cooper has arranged for America Chavez to take her U.S. citizenship test. But passing that will require its own superhuman effort as the undocumented immigrant literally grew up on another planet! What amendment guarantees the right to kick ass, again?
Elsewhere, Mockingbird finally finds the missing geniuses she’s been searching for... happily working for George Tarleton in a hidden scientific utopia! Has the brilliant spy found a new home and a new romance... with an LMD secretly controlled by M.O.D.O.K.?!?

“M.O.D.O.K. SHRUGGED”
Advanced Idea Mechanics. A massive tech corporation inscrutably hidden behind layers of shell companies, A.I.M. operates within a secret community where brainpower is the highest moral virtue. This “island” is stylized as a paradise for the intellectual elite - at least according to their leader, M.O.D.O.K.! Mockingbird, who stumbled upon the community during an investigation, isn’t so sure!
M.O.D.O.K., however, is sure about Mockingbird, a.k.a. Dr. Bobbi Morse - a peerless counter-terrorist with the mind of a genius biologist and a body that Millie the Model would envy. Who else could be worthy of her affections but the man with the biggest brain? He’d do anything to change her status to “in a relationship”... but will he do THAT?
Romance aside, there’s a new product roll-out to oversee. In M.O.D.O.K.’s view, the greatest danger to the world is the willfully ignorant “working class” - uneducated and unmotivated, they are tainted by racism and religion and if left unchecked will irreversibly change the global climate. The only solution is to remove them, and M.O.D.O.K. plans to do just that - through automation! A.I.M.’s robotic Super Adaptoids can replace any human at any job... even a peak human, and M.O.D.O.K. will prove it - by replacing Captain America! Using a remote-controlled LMD named George Tarleton, M.O.D.O.K. has convinced the Office of National Emergency’s Valerie Cooper to arrange a test of his merchandise. It’s man versus machine, as Cap must face-off against the Super Adaptoid prototype with his government contract, and the future of human labor, on the line!

“SO, YOU STARTED A NON-PROFIT ORGANIZATION...”
Hi, I’m Captain America. Every hour, good people are hurt in crises beyond the scope of conventional authorities. I can’t stand by and do nothing while that happens, and I don’t think you can either. That’s why I’m asking you to support ”Stars and Stripes,” a non-profit organization I started to fight for the common good. Every dollar you give goes to help me and a hand-picked team of heroes, veterans and other men and woman with extraordinary abilities, to confront persistent and increasing threats to our world. Please, call or go online today... because with your donation, it’s you who wields the shield.
Cap lost his job to automation, but his mission wasn’t over - so he become a small business owner! Can “Stars and Stripes” protect the people when the Office of National Emergency, employing M.O.D.O.K.’s robotic Super Adaptoid, has become a ticking time-bomb?
The non-profit’s surprising first recruit is none other than Bonebreaker, formerly of the Reavers. Most see him as just another cyborg villain, but Steve Rogers sees more - a veteran that got injured, got hopeless, and made some bad decisions. Can he turn it around? Not if the Reavers’ leader Donald Pierce has a say... which Captain America doesn’t intend to give him!
Meanwhile, Bonebreaker reveals his grim origin. He was a solider during Operation Astute, the Australian-led military deployment to quell unrest in the 2006 East Timor crisis. That was a fair dinkum barbecue stopper, as they say in Oz... and it cost him his legs. When he got approached by some blokes with grand promises, he thought it was a new lease on life - but a few months later his lower body was a motorized chassis with tank treads and he was beholden to the criminal that made him more machine than man... Can reflecting on his past change his future?

“BRAVE NEW M.O.D.O.K.”
The year is 2049, and M.O.D.O.K.’s plan has succeeded...
With mass-produced Super Adaptoids flooding the market, the working class have been essentially automated out of existence. Where once all anyone needed was a strong work ethic to succeed, now human labor is virtually worthless, and the vast majority of people live in poverty. M.O.D.O.K.’s Intelligentsia rules from ivory towers in coastal cities - and, he believes, does so benevolently. Inhumane meat and toxic gluten have been outlawed. Lines for the recommended daily allotment of nutritional soy-based foodstuffs are a reasonable four hours long on average. Dangerous instruments like guns and sharp knives can only be possessed by government agents. Potentially harmful ideologies and activities like Christianity and pro football have been criminalized. Predatory men who make unsolicited advances upon women are summarily executed. All is well!
With celebrity now the most noble virtue, the public is largely mollified by streaming devices and social media. Sanitation squads are swiftly dispatched to cancel those few who vocalize problematic opinions. But not all bow. Those who can’t afford the crushing carbon tax face imprisonment for breathing and begin to resist. Many people want their precious freedoms back, and an elderly Steve Rogers leads the charge! But can even he combat M.O.D.O.K.’s brand of progress? If he couldn’t defeat one Super Adaptoid when he was in his prime (see CAPTAIN AMERICA #8), how can he possibly beat a national workforce of them now?
Meanwhile, Mockingbird looks out upon the borderless land she effectively rules as M.O.D.O.K.’s domestic partner and thinks... What have I done? Her intentions were good, but somehow she didn’t see “George Tarleton” for what he was... a tyrant. He currently busies himself constructing a time machine because, in M.O.D.O.K.’s view, the continued existence of garbage people like Rogers is due solely to the fact that their current utopia was built upon the bones of the America that Rogers’ once captained - a fundamentally unfair, oppressive, and irrationally dangerous place. M.O.D.O.K. plans to change that by removing things from the past... but can Mockingbird execute her plan instead and get back on the right side of history?

1942.
The War of Resistance against Japan had been raging since the 1931 invasion of Manchuria. After Pearl Harbor ten years later, the United States finally began to support the Chinese - and tales of the super-soldier, Captain America, made many in China yearn for their own hero...
Tem Borjigin was a criminal street urchin forced to flea Beijing during its occupation. His desperation and ruthlessness saw him enter the forbidden Valley of Spirits, where he found that the local myths were actually hiding an alien spacecraft. Slaying the extra-terrestrial guardian inside, Tem claimed ten rings from the vessel - each offering an incredible ability that allowed him to fight back against the Japanese. As his fame and infamy grew among allies and enemies alike, he became known as... the Mandarin! Yet fame and infamy have their consequences.
When the Americans intercepted intelligence that the Empire’s elite ninja, a division of the Hand, were being dispatched to slay the Mandarin, they pulled Steve Rogers and his sidekick Bucky Barnes from the European theatre and air-dropped them in with a special mission: save their eastern asset’s life! “A GERMAN WERWOLF IN BROOKLYN” part one “THULE ME ONCE...”
Günter Semmelrogge is a Werwolf. No, not a werewolf that transforms into a beast during the full moon, but a Werwolf: one of a clandestine group of Hitler Youth ordered to operate behind enemy lines as assassins and saboteurs after Nazi Germany’s surrender. Having waged a secret war on behalf of the Third Reich for over seventy years, Semmelrogge is now a bitter, decrepit old man. Yet after decades of searching, he may have finally found the one weapon that will give him the ability to defeat the man who famously socked his Führer in the jaw...
1944.
With the Allies emboldened by their super soldier Captain America and on the offensive in Europe, the Nazis were desperate enough to turn to the occultist Thule Society. These fiends not only believed that the Aryan race was descended from a mystical land called Hyberborea, but that the gods of that land could be summoned to fight for Germany. And they were right - partially. When one of those gods was actually summoned, it quickly became apparent that he would not support their cause and would require... convincing. But in a state of mental enslavement and unwilling indoctrination, the God of Thunder is not worthy of lifting his hammer Mjölnir - forcing the Nazis to reverse engineer their own!

Günter Semmelrogge now wields the “Reichhamarr,” a faux-Mjölnir created by Nazi occult scientists during World War II. Revitalized by its power, the old man who once led his fellow Hitler Youth on covert operations aims to take his final revenge upon Captain America!
The technology that allowed the Third Reich to brainwash Thor in 1944 still functions, and Semmelrogge is unleashing it upon Steve Rogers’ precious home of Brooklyn Heights! Suddenly, the neighborhood sees Nazis everywhere. Friends, family, and people they’ve known for years - Nazis. The greatest villains of history have returned in impossible numbers and patriotic Americans are stepping up to fight them - though they’re unknowingly just fighting each other! Can Cap subdue his own team of America Chavez, Mockingbird, and Bonebreaker - who have been mentally manipulated into seeing him as a goose-stepping fascist - in time to stop Semmelrogge? “CROSSING THE BORDERLINE”
Tensions between the United States and Sharzhad, an Islamic nation built upon extraterrestrial technology found at the Egypt-Libya border, continue to escalate as troubling intelligence arrives from Israel’s super-soldier, Sabra: Sharzhad’s leader Dagan Shah, a.k.a. the Sultan Magus, is attempting to develop weapons of supermassive destruction! Captain America must fulfill his promise to never let Sharzhad possess an Ultimate Nullifier while somehow also avoiding a full-scale war... but is regime change the only solution?
The Sultan Magus has been promising revenge against “Captain Great Satan” for violating his nation’s borders (see CAPTAIN AMERICA #3), but his most significant limitation is that his godlike powers are limited to a defined radius - the farther from Sharzhad, the weaker he gets. Sultan Magus needs to draw Cap into his country, while Cap needs to draw Sultan Magus out. So begins a game of cat and mouse on the border... but Dagan Shah has an unexpected ace up his sleeve!
Meanwhile, Mockingbird monitors a potentially dangerous new alliance overseas. The Mandarin is meeting with M.O.D.O.K. to negotiate the opening of numerous Advanced Idea Mechanics factories across China. “TO BOLDLY GO” part one “WRATH”
2262: A different universe; a different future.
Khan Noonien Singh was a genetically-engineered human augment. His superior ability bred superior ambition. From 1992 to 1996, he ruled more than a quarter of the Earth before being deposed in the Eugenics Wars. He escaped justice by fleeing Earth on the S.S. Botany Bay, cryogenically freezing himself and his trusted lieutenants for a trek to the stars. He awoke in a future where powerful men, in their hubris, sought to use him for their own ends. He, of course, had other plans - plans that were foiled by the accursed crew of the U.S.S. Enterprise. Now he awaits trial on a Federation penal colony, discovering that he has much in common with a fellow prisoner... despite the fact that this fellow prisoner appears to be a gigantic head!
Like Khan, M.O.D.O.K. was created to have superior intellect. Like Khan, M.O.D.O.K. once ruled much of the Earth before being deposed (see the alternate-future presented in CAPTAIN AMERICA #10). The unlikely duo even shared a mutual acquaintance: Steve Rogers. But where M.O.D.O.K. was consistently foiled by the good Captain, Khan defeated him in his timeline. That’s how Khan came to lead his people - by deposing Rogers, the first human augment! But could he do it again?
M.O.D.O.K. was thrown into this future when Mockingbird sabotaged his attempt to time travel (again, see the instant classic CAPTAIN AMERICA #10). He swiftly found himself at odds with Starfleet, but before he was captured he hid his time machine on the Klingon homeworld of Qo'noS. If he and Khan could just get to that machine, they could travel back in time - and Khan could avenge himself upon those that intervened in his grand destiny! Of course, even for an augment and a mental organism designed only for killing, escaping a futuristic prison and infiltrating an alien planet will be no easy task...

“TO BOLDLY GO” part two “THE BEST OF TYRANTS”
”For there is no folly of the beast of the earth which is not infinitely outdone by the madness of men.”
-Herman Melville, Moby Dick.
With the help of a future version of M.O.D.O.K., Khan Noonien Singh has travelled to our time... with superior ambition. He’s identified Captain America as an obstacle that warrants elimination, and his plan is bold: as he once ruled most of Asia and the Middle East, he now seeks to unify Captain America’s enemies from those regions: the Mandarin of China; Omega Red of Russia; and Sultan Magus of Sharzhad! But can even the genetic “superman” Khan assemble these deadly foes to work in unison against their common enemy?
With disparate forces aligning against him, Steve Rogers might also have an unexpected new ally. The current M.O.D.O.K. takes aim at his future self, his ego unwilling to except any timeline where he becomes a failure!
And as all this is happening, Khan remembers how he defeated Rogers the first time... How in his timeline, Dr. Erskine wasn’t killed and his super soldier serum birthed a superior class of humans: the Augments. Rogers was the first, but his mind was weak. He believed his inferiors could governor themselves, that they were competent to take care of their world. Looking at what they had done, this was obvious folly. Khan tried to show him this, but Rogers stubbornly clung to his democratic ideals. Thus began... the Eugenics Civil War!

”God help thee, old man, thy thoughts have created a creature in thee; and he whose intense thinking thus makes him a Prometheus; a vulture feeds upon that heart forever; the vulture the very creature he creates.”
-Herman Melville, Moby Dick.
Defeated in the present, Khan Noonien Singh escapes back to the future with the help of M.O.D.O.K. Unwilling to let the madman go, Captain America pursues his enemy into darkness... and once again finds himself a man out of time in an undiscovered country.
Earth is part of a United Federation of Planets, adhering to the beliefs Captain America always stood for: freedom, cooperation, and integrity. But when Khan hijacks the Federation starship U.S.S. “PEACE TALKS HAVE BROKEN DOWN”
Before Thor’s ultimatum, there is a meeting atop Steve’s Brooklyn Heights apartment building. Allies since World War II, the God of Thunder would have words with Steve Rogers before taking any action against the nation he champions. However, the two old friends quickly reach an impasse.
Thor attacked a U.S. Military base and liberated a prisoner before trial. He says he did it to free an ally, the Hulk, whom he believed would never have received a fair trial. But American soldiers died in the process...
The Vanir formally petitioned the USA for aid. By Queen Freyja’s account, long ago the Asgardian Aesir under Odin invaded her realm, killed her father, forced her into a political marriage, and have subjugated her people ever since. She characterizes herself not as a traitor but as a revolutionary, something Cap believes America’s Founding Fathers might identify with. Thor acknowledges his kingdom made mistakes in the past, but his wicked stepmother Freyja overthrew a lawful government, sacked his homeland and nearly murdered his father at his own wedding! Moreover, Thor fought beside the Founding Fathers personally (see AOM INDEPENDENCE DAY SPECIAL #1), and believes Benjamin Franklin would also want to send a bolt of lightening straight up Freyja’s ass!
Thor is King now, and cannot let the Vanir continue to occupy Asgard. He does not relish it, but he must strike at their allies to weaken and defeat them as soon as possible. Cap is just a kid from Brooklyn, and he doesn’t decide who his country forms alliances with. But he can’t stand by while a foreign power invades his shores... even if that foreign power’s leader is a friend.
The time for talking is over. The civil war has begun!

“ASGARDIANS ASSEMBLE”
There was an idea. It was to bring together a group of remarkable people to see if they could become something more. To see if they could work together when needed, to fight the battles that nobody else could. Unfortunately for Captain America, that idea... was King Thor’s!
Once a frail child from the poor section of Alfheim’s capital city Ljosalfgard, the kind-hearted orphan Tokair Leanspear volunteered to ingest an alchemist’s experimental potion to help fight in the war against the Dark Elves. Physically enhanced, he became the hero known as... Ranger Elvenguard!
A brilliant engineer from the mountains of Northern Nidavellir, Glur Kraznad escaped his Frost Giant captors by creating a suit of armor from enchanted metal. With an unparalleled mind, he became the hero known as... the invincible Uru Dwarf!
Folkmar Onämsson was a crippled Asgardian healer before finding an enchanted axe from Midgard (Earth) in the woods. When he hefted it, he found himself transformed into an immense lumberjack of titanic strength. He became the hero from myth known as... the mighty Paul Bunyan!
This avenging team is sworn to defend Asgard from any threats... including those from America! As they say in old Norse: Vrækæ, þing!
With Cap occupied on the frontlines in Virginia, can the leaders of his “Stars and Stripes” non-profit organization, Ms. America Chavez and Bonebreaker, prevent the assembled Vrækæ from destroying the R&D facility currently adapting loaned Vanir technology?

“REVOLUTIONARY”
”Peace, commerce, and honest friendship with all nations - entangling alliances with none." - Thomas Jefferson, Inaugural Address
Freedom is the right of all sentient beings. You might be labeled as “Strength Class 100” by the nerds who put together whole handbooks on that kind of stuff, but you’re still equal to any other man or woman in the eyes of God and America’s Constitution.
Steve Rogers thought his side in the Civil War was fighting for that equal freedom, but now he’s starting to suspect his allies had less noble motivations. The Vanir don’t just want freedom. They want revenge on Asgard for acts that happened millennia ago. That isn’t a cause America needs to champion. Has Steve helped make the terrible mistake Washington and Jefferson warned of, getting his nation involved in entangling alliances with foreign powers?
He’s about to find out, as he confronts Vanaheim’s general, Balder the Brave! Is the half Vanir/half Asgardian son of Odin fully aware of the plans of his mother, Freyja? And will he fight to carry on her true dream of vengeance?

“THE MIGHTIER PEN”
“It is our true policy to steer clear of permanent alliances with any portion of the foreign world.”
— George Washington's Farewell Address.
Captain America has, since World War II, used his peak human physicality to act as the Sentinel of Liberty. But now, it is his principled human mind that is most needed....
The task before him, as he sits at an old wooden desk in his Brooklyn Heights loft, is to draft a document capable of ending this Civil War. He must formulate a proposed agreement between mortals and “gods” and mythical monsters that is acceptable to all sides. The variables are numerous. Among a litany of other factors, Steve must consider thousands of years of alien history and how it all coalesced to bring about the present state of the Nine Realms. He must consider different cultures with different values and motivations while focusing on the similarities that they all share. He thinks of how Thomas Jefferson must have felt while drafting the Declaration of Independence and imagines Jefferson having to consider Frost Giants in the equation.
As Cap struggles putting pen to paper, he receives an unexpected visitor. The Mighty Thor has come, not to fight, but to speak. Together, an American soldier from the 1940s and a 5,000-year-old Asgardian deity must overcome their differences and find a way to agree on the most important of issues. Liberty. Justice. Rule of Law. Self-determination. Could these be principles that transcend Realms?

CIVIL WAR Epilogue
“BETWEEN HEAVEN & HELL”
The Civil War is over. The United States has withdrawn from its alliance with the All-Mother Frey and her allies, signing the Treaty of Brooklyn Heights and officially ceasing hostilities with Asgard. Captain America’s focus, now, is making sure this never happens again.
To King Thor’s credit, Asgard has pledged reparations to the nation it invaded. These come in the form of advanced technologies, including designs for a Bifrost. What Cap values most, however, are the Valkyries. They have agreed to bring back as many fallen souls as they can from Valhalla. Cap had seen war, but never before could the casualties be negated. Yet the process is not without dangers, and the Valkyries are asking for his help! What do these angelic beings need from a Star-spangled super soldier?
Meanwhile, the nation remains starkly divided. The Civil War failed to unify the country against a common threat, as Cap had hoped it might. A pandemic, civil unrest, and a contentious election between two candidates that nearly allowed a blue Elder of the Universe to become POTUS (see All-WINNERS SQUAD vs. LIBERTY LEGION #1-4) are pulling at the ties that bind the nation together... and there are those that seek to pull harder until it all unravels. Omega Red has not given up his effort to raise a new Soviet Union from the ashes of America - though now he has a different adversary: Bucky Barnes. After being the first soul returned by the Valkyries, Bucky reflects on the injustices of his previous life. The Winter Soldier was enslaved and tortured by the Soviets for decades and he will not allow that evil to take root in his home. He makes it his mission to stop Omega Red and his movement... by any means necessary!

Bucky Barnes, the Winter Soldier steps up. Formerly brainwashed and enslaved by the Soviet Union, he’s got a serious score to settle! CAPTAIN AMERICA #25 *One More Day Tie-In*
Plot by EXCITER
Written by FRANK MILLER
Art by SEAN GORDON MURPHY
“TRUTH, EVEN IN THE FACE OF OBLIVION”
They say the world is about to end. It’s not an end you can stop by punching or throwing a shield. Captain America doesn’t appear able to stop it himself.
In Brooklyn Heights, Steve Rogers is with his closest friends. Friends that, through struggle and triumph alike, have become family.
Bucky Barnes. The Winter Soldier. 90 years of brotherhood. They say he’s a murderer, but Steve knows that’s a lie.
Natasha Romanoff. The Black Widow. They say she is and always was a Russian agent, but Steve knows that’s a lie.
America Chavez. Ms. America. They say the alien immigrant sold out by working with him, but Steve knows that’s a lie.
Bobbi Morse. Mockingbird. They say she’s blindly loyal, but Steve knows that’s a lie.
Johnny Irwin. Bonebreaker. They say the former Reaver is irredeemable, but Steve knows that’s a lie.
And they all hear that, before the world ends, their nemesis Omega Red and his army of thugs plans to topple “the ultimate symbol of America’s historical hypocrisy”: the Statue of Liberty. But Steve knows Omega Red’s beliefs are a lie, and that no matter what happens, Lady Liberty will not fall. He won’t let it.
It’s easy to stand up in good times, when the future seems certain. But it’s in the trying times, when nothing is certain, that standing up requires strength. Captain America will not give up, not even when others he respects have already quit. Not even when the majority tells him it’s hopeless. Not even when it looks like there is no way forward. Not now, not ever.
For the people gathered around him that he cares about. For the people worldwide that believe in him. Even for the people that hate him, even if they hate him more for it. Steve Rogers will not stop fighting for what’s right. Because they all tell him that it’s over... but Steve knows that’s a lie.

“NEW YEAR’S REVOLUTION”
Lured into a seemingly abandoned building in Philadelphia’s dark underbelly in the dead of night, the Sentinel of Liberty was ambushed in a shocking betrayal. Frozen in another block of ice, hidden from the world, this time he may never thaw out. Steve Rogers is gone... but Captain America is not!
A new man wields the shield. Championed by the Mandarin in China and cheered by Big Tech clandestinely controlled by M.O.D.O.K., his name is Arkady Rossovich. An immigrant enhanced through a super-soldier program, Arkady’s past is largely whitewashed or covered up and reimagined by the media, who present him as a nearly infallible vanguard for unity. Captain America was an idea that the man himself never lived up to, but that’s promised to change now. Yet, the “hero” formerly known as Omega Red feeds on the very life force of others to survive! Adorned in the red, white, and blue, he’s looking at an all-you-can-eat buffet!
Unlike his predecessor, however, Arkady intends to target real bad guys: business owners, landlords, and police! His first target is a despicable member of the bourgeois: CEO of Pierce-Consolidated Mining, elitist and cyborg, Donald Pierce. This metal swine has exploited the proletariat enough for one lifetime... but has the new Captain America already gotten in over his head by starting a hot war with Pierce’s own army of enhanced mercenaries - the Reavers?
Meanwhile, Bucky Barnes will never accept this new Captain America and hasn’t given up on finding his missing best friend. The mission: search and rescue. But can even the Black Widow help him discover what really happened to Steve Rogers? And even if they find out, is it too late to do anything about it?

“I’VE GOT 2099 PROBLEMS...”
The new Captain America, Arkady Rossovich, has defeated his first deadly foe to great media acclaim: the leader of the Reavers, Donald Pierce, is beaten. The “Sentinel of Liberty” formerly known as Omega Red had planned to sustain himself by using his vampiric carbonadium tendrils to drain Pierce, but the cyborg villain was more machine than man, wholly bereft of any precious and desperately needed “life energy.” Jail will have to suffice, though it’s more than scum like Pierce deserves. Nonetheless, the need to drain life grows and “Omega Cap” must pick a new target - a human target. Arkady’s handler from China, the Mandarin, has a great suggestion...
Jake Gallows was a member of the now defunct All-Winners Squad. Once considered a hero, M.O.D.O.K used his control over social media to ensure that the time-displaced “Punisher 2099” is now considered a dangerous terrorist - exactly the kind of threat that Captain America exists to end. The stage is set for an epic showdown. But Jake is no easy meal - he’s got an Exo-muscular Undersuit, High Density Heat Sink Plasto-Armor, a .48 Caliber Stark-Fujikawa Street Pacifier, Grenazers, and other powerful gear from 78 years in the future - plus a willingness to use lethal force. Punisher 2099 or Omega Red: in this issue, one will die!
Meanwhile, in February of 2099, before he ever travelled back in time, Jake Gallows finds a message that his future self left for him in the past (confused by time travel yet?). It’s a war journal entry... a mission, one he can’t refuse. To save everything, he needs to find out what happened to a man who disappeared at the end of 2020. He needs to find the real Captain America, Steve Rogers. Unfortunately for him, 2099’s mightiest heroes want that knowledge to remain secret - and he’s likely no match for the Google Android, the Amazonian, and iHero - the Corporate Avengers!

“I PLEDGE ALLEGIANCE TO THE SHAREHOLDERS”
Steve Rogers is no stranger to waking up in a world he doesn’t recognize, this being the second time he’s been frozen and thawed out decades later. The second time, however, is decidedly not a charm. So much has changed in the year 2099... so much for the worse. The planet is run by megacorporations - Alchemax, Google, Apple, Amazon, etc. They control everything: what you see, what you read, what you eat, and what you think. Any deviation is considered dangerous villainy - the kind superheroes fight. And foremost among superheroes are the colluding Corporate Avengers! Steve has to avoid them at all costs while trying to find a way back to 2021.
His only ally? Jake Gallows, a former member of Nueva York’s privatized police force - a corporate enforcer, known for brutalizing criminals. Raised Thorite, a faith disfavored by most big boardrooms due to controversial male empowerment beliefs, Jake nonetheless wouldn’t change his ways until finding old War Journals from Frank Castle. For all his other faults, Castle’s refusal to compromise inspired Jake to realize that his corporate overlords were the real criminals all along. He became... the Punisher 2099!
Jake plans to lead Steve to the only group who may be able to help him: the Free Radicals. They don’t 100% agree with approved corporate positions and want to see, read, eat, and think what they want. For that crime they’re condemned to eek out a meager existence on the fringes of society; in the sewers, in the darkness. However, they might be able to locate one of the old, dead heroes’ time machines - and when Steve finds out who their leader is, he has hope for the first time since being defrosted. She’s 96 years old but still spry due to Feurtona biology. She wears the banned colors: red, white, and blue. She calls herself Ms. America and she’s an old ally! But plot twist: she blames Steve for letting everything go to hell! Can Cap survive the wrath of America Chavez??
Little do they know, Google Android was tracking their every movement... and now they’ve led the Corporate Avengers right to the Free Radicals’ leader!

“мокрое дело”
The new Captain America continues his mission to redefine the title’s meaning and erase his predecessor’s legacy. Arkady Rossovich isn’t prone to giving speeches like Rogers was, but when he does do press, the questions are pre-screened thanks to complicit media facilitated by M.O.D.O.K. Just as Sally Floyd is lobbing him a softball about his favorite type of dog (Siberian Husky, obviously), a glint of light catches his eye - and he raises his carbonadium shield fast enough to deflect the sniper’s bullet. The shooter is quickly identified... as Bucky Barnes!
The two former Soviet assets are no strangers. In fact, the Winter Soldier, Omega Red, and the Black Widow were once part of an empowered wetworks unit affiliated with the KGB’s Spetsbureau. Neither one has forgotten that...
1968.
The Brezhnev Doctrine was that any threat to socialist rule in a Central or Eastern European state was a threat to them all, and therefore justified intervention. The Warsaw Pact invasion of Czechoslovakia had just succeeded, but the Soviets wanted a... quieter solution to a similar problem in nearby Symkaria. The Soviet Super-Soldiers were sent to the capital, Aniana, to remove the sitting government. Their only real opposition? A group of Symkarian “enhanced” specialists backed by the CIA’s Operation: Pack Animal. The Soviets weren’t prepared for the desperation of the Wild Pack, and Omega Red’s actions that night still haunt the Winter Soldier...

“ASSEMBLE, DARKLY”
After “Civil War,” Fort Kirby was established in Greenland as a joint U.S./Asgardian outpost to host a team to avenge Earth in the event that unconventional threats should arise again (see THE MIGHTY THOR #24). Bruce Banner was put in charge, but he disappeared (see HULK IN HELL #1-4). That allowed certain special interest groups with considerable influence, including Silicon Valley’s head honcho M.O.D.O.K. and the PRC’s Mandarin, to exert their influence...
Mockingbird: War Journal. Media reports a team consisting of Captain America, Black Widow, the Winter Soldier, the Hulk, the Warriors Three, and Captain Marvel is being assembled to address the imminent threat of the Negation Wave. Upon sneaking into Fort Kirby to confirm, I regret to report my worst fears have been substantiated. This assemblage can only be described as dark and fraudulent.
Captain America. Arkady Rossocich, f.k.a. Omega Red. The nation’s new Sentinel of Equity. An ideological extremist lingering from the Cold War. Current media darling. No surprise to see him as field leader.
Black Widow. Tilda Johnson, f.k.a. Deadly Nightshade. Master of weaponized biochemistry. Uses it to control or kill, sometimes both. A poisonous seductress that lives up to the name.
The Winter Soldier. Davos, f.k.a. Steel Serpent. Trained in but banished from K’un-Lun. Can manipulate and augment chi to enhance his fighting skills. Nasty piece of work.
The Hulk. Ex-General Thaddeus “Thunderbolt” Ross, f.k.a. Red Hulk. Fired and disgraced after “Civil War.” Probably trying to rehabilitate his public image.
Warriors Three. Fandral, Hogun, and Volstagg. Asgardian grunts who, honestly, seem to have no idea about Earth’s hero-villain scene and probably just want to do the right thing. One is comically overweight.
And Captain Marvel. America Chavez, f.k.a. Ms. America. Why the hell is she with this bunch? She knows how bad Rossovich is first hand. This isn’t right...
The team is being immediately deployed to New York City, a major Negation Zone where a lawbringer named XXTR has boldly arrived and proclaimed his intent to eliminate Earth’s Mightiest Heroes. Perhaps I’ll have to collect some real heroes and meet both XXTR and these “dark avengers” there too...

“LET’S GET NEGATIVE”
And there came a day unlike any other, when earth's mightiest heroes were united against a common threat! To much media fanfare, a “dark” Avengers team has been sent into New York City to confront the magical/alien threat from the Negative Zone. But can they fight the foes that no single hero could withstand... when they are unexpectedly without their powers?
Captain America (f.k.a. Omega Red) must inspire his team, as his accursed predecessor Rogers would. The Winter Soldier (Steel Serpent) is still one of the world’s deadliest martial artists. The Hulk (Red Hulk) is still a military man with decades of combat experience. The Black Widow (Deadly Nightshade) never needed powers to begin with. The Warriors Three are still Asgard’s finest fighters. And Captain Marvel (America Chavez)... well, he hates Chavez anyway. She’s been coerced into joining the team and she’ll do her job - or else.
But Arkady Rossovich’s words, as they often do, hide a grim truth. Without his ability to drain life force from others, he has no way to fight the carbonadium poisoning caused by his implants. He’s dying... and his only hope is to complete the mission quickly and without complications: kill the lawbringer XXTR... or die trying!
Meanwhile, Mockingbird has rallied her own squad of all-winners for a mission in NYC - and they didn’t have powers to begin with! Herself, the half-tank ex-Reaver Bonebreaker, the real Black Widow, and the real Winter Soldier! They want to take out XXTR too, but Bucky realizes that he might never get a better chance to take down the imposter wielding the shield. Will this be the Death of Captain America?

2099. Nueva York.
Steve Rogers, Jake Gallows, and the Free Radicals continue to navigate a corporate dominated future. When Steve finally finds what may be the last un”sanitized” history book, he sees that in the year 2021 an event called “Negation” occurred - and that superheroes died… including one very familiar name.
2021. New York City.
The lawbringer XXTR. The dark “Avengers.” The new All-Winners Squad. NYC ain’t big enough for all of them!
As the three powers converge, each intent on eliminating the other two, the combatants separate… and Bucky Barnes finally gets the opportunity to go one-on-one with the man who stole his best friend’s mantle. The Black Widow insists that they need to pry information from him, but Arkady Rossovich, Omega Red, is the antithesis of what the shield stands for and absolutely will not be called Captain America for another moment if Bucky can help it… and now is his best chance. The Negation Zone has eliminated Rossovich’s ability to heal himself by draining life from others - and his toxic carbonadium implants are killing him. At his weakest point, will the Winter Soldier finally end “Omega Cap’s” dark reign?

“NEGATIVE OUTCOME”
In the 1940s, Bucky Barnes was part of what many consider the first “super-team”: the All-Winners Squad. He was young and idealistic, adorned in his nation’s colors and fighting objective evil. The world needed that again…
To confront the danger posed by the Negation Wave, as well as by the dark counterfeit “Avengers,” Bucky channeled the spirit of his lost best friend, Steve Rogers, and reformed the All-Winners Squad with people that he knew he could trust. People that Steve trusted: himself, Black Widow, Mockingbird, and Bonebreaker.
In the New York City Negation Zone, he came close to finally eliminating an old enemy. He nearly had the Soviet scum that stole Steve’s mantle - “Captain America” Arkady Rossovich: Omega Red. But the lawbringer XXTR was simply the bigger threat. He had no choice. There was a reluctant team-up. The all-new All-Winners Squad and the dark Avengers fought together. XXTR was defeated. New York City was saved.
And the All-Winners Squad was captured.
Now, labeled a traitor and a domestic terrorist for attacking “Captain America,” he sits in an inescapable cell, locked away deep within the Vault super-prison near the similarly inescapable cells of the friends that he got into this mess. No lawyers. No speedy trial. M.O.D.O.K.’s big tech companies vilifying him publicly 24/7. The world at the mercy of Omega Cap and the villains he has masquerading as heroes. Bucky sees no way out. He has only one, fleeting hope: Will the real Captain America, Steve Rogers, come back and set things right?

Captain America has found himself in the Hyborian Age… and there may be no way back!
Meanwhile, in 2021 the Mandarin has been made aware that the latest reincarnation of the dragon Fin Fang Foom is in Asgard. Offended that the mighty instrument of destruction is wasted as a mere pet for Thor’s whelps, Magni and Modi (see THE MIGHTY THOR #18), he demands Foom’s return to China… and calls in favors owed. “Omega Cap” and his Dark Avengers are commanded to steal Foom from the gods themselves. “THE SAVAGE SHIELD OF CAPTAIN AMERICA” part two “STRANGERS IN A STRANGE TIME”
The Hyborian Age. Steve Rogers and Jake Gallows, a.k.a. Punisher 2099, struggle to discover when they are. Although Jake’s universal translator allows them to communicate with the barbarian locals, nothing seems familiar. Textbooks never mentioned a brutal land called “Cimmeria.” They’re in an era of sword and sorcery lost to history that may be very, very long ago.
Have they any long-lived friends alive in this time period? Thor? Or perhaps Odin? Deciding the Asgardians are their best chance at returning home, they set out to find them… but discover lethal threats along the way. Marauding bands from Nordheim to the north and Picts from the west threaten the frigid land, but more insidious are the cults dedicated to the long-forgotten Elder Gods, the most menacing of whom… is Chthon! Can the heroes from the future save a Cimmerian village from a Chthonic necromancer and his undead minions? What consequences will Steve’s attempt to do so have?
Meanwhile, in the current year, Chinese forces that were sent by the Mandarin into Madripoor to help fight the Negation Wave (see NEGATION: THE HOME FRONT #4) still haven’t left. Madripoor’s Chancellor, Tyger Tiger, in the past would have reached out to “Captain America” Steve Rogers for help. But the loyalties of “Captain America” Arkady Rossovich are far more dubious as she suspects he is in the Mandarin’s pocket. Who can she turn to?

“THE SAVAGE SHIELD OF CAPTAIN AMERICA” part three “FUNNY MEETING YULE HERE”
As the years progressed, it seemed less and less likely that our heroes would ever find a way back from the savage Hyborian Age in which they were stranded by a damaged time platform. And although Steve Rogers never lost hope, nor was he idle. There were tyrants and evils aplenty to confront, and to that end Rogers, who became known as the Shield-Bearer, formed the Brotherhood of the Shield and recruited others to his cause (see Conan the Agent of Shield #1-4 (2015)). Together, they confronted malevolent cults and monsters spawned from dark Elder Gods.
And then, finally, a spark of hope. Steve meets Someone he knows. Odin Borson, though not yet the All-Father. Brash, bold and younger… with two in-tact eyes, though still wise and potentially knowledgeable about time travel. Can this impetuous wanderer and Prince of Asgard’s favor be won? Or will the minions of Chthon slay them both?
Meanwhile, in the current year, international tensions have escalated in areas beyond China and Madripoor. Aggressive moves from the middle eastern nation of Sharzhad have kept Israel’s super-soldier, Sabra, very concerned and even more busy. When she unexpectedly encounters Captain America, she’s shocked to discover it’s not her stalwart friend Steve anymore… and more shocked to find herself betrayed and being drained of life, trapped in the coils of Arkady Rossovich! Is there any escape?

“THE SAVAGE SHIELD OF CAPTAIN AMERICA” part four “HISTORY IS WRITTEN BY THE VICTORS”
Trapped in the ancient past, Steve Rogers has left an indelible legacy: forming the Brotherhood of the Shield to combat evil in its myriad forms. But he and his compatriot Jake Gallows, a.k.a. Punisher 2099, are ready to return to their respective times. A young Odin Borson, impressed with their battle prowess, agreed to help them by summoning Elli, the Norse goddess of time. The deity who appears as an old woman prepares a temporal displacement ritual… but, of course, nothing ever unfolds as planned!
The Google Android, a member of 2099’s dominant Corporate Avengers, had also been transported back to the Hyborian Age. For years the synthezoid struggled without any semblance of an internet connection, until he was finally able to fabricate his own network. Now, he sees an opportunity that was instilled within him by his creators as a dream: the chance to rewrite history to his liking! And the first step includes erasing Steve Rogers!
Can Captain America defeat the zealous Android and save both the past and the future without fouling up Elli’s time spell?
Meanwhile, in the present, the new Captain America, the colloquial “Omega Cap” Arkady Rossovich, welcomes a “Spider-Man” to his dark assemblage: Anton Miguel Rodriguez, the Tarantula! Once beaten out of the country by Rogers (see CAPTAIN AMERICA #2), Rossovich sees great potential in the gang leader…

“SOW THE SEEDS”
Tossed through time after a temporal spell was interrupted (see last ‘ish and AOM HOLIDAY SPECIAL #3), Steve Rogers lands in the year 1215. Then, the cruel King John of England was an absolute monarch and secretly enforced his rule through super-humans such as Philip Marc, a hyper-swordsman who become the “Sheriff of Nottingham.” John seeks to crush an uprising whose goal is to make him sign a bill that gives others a say in legislation and taxation - and by his crown, this so-called “Magna Carta” will never be signed! Cap has other ideas. Can he team up with a band of rebel outlaws to force King John’s hand and plant the seeds for governance by the people? “Merry Men, Assemble!”
Meanwhile, in the current year, with Arkady Rossovich as the new Captain America and his dark cronies inspiring chaos in the Far East, Middle East, and at home, most of Steve’s allies remain imprisoned in the Vault (see CAPTAIN AMERICA #33). The Winter Soldier, Black Widow, Mockingbird, and Bonebreaker all languish, without counsel or clear charges, held in the ultra-secure facility designed to contain super-terrorists. America Chavez, however, remains “free” but is still blackmailed into assisting “Omega Cap” and his dark teammates. But when she’s tasked with indoctrinating other super-youths with Arkady’s radical philosophy, has she reached her breaking point?

“DEMOKRATIA”
Steve Rogers continues to be unstuck in time, though he’s become convinced that his temporal shifts aren’t random. An unseen hand is guiding his journey…
Now he finds himself in Athens in the year 507 B.C. The city-state’s leader, Cleisthenes, has proposed a system of political reforms called demokratia: “rule by the people.” This is the world’s first taste of democracy… and some powers-that-be are not happy. Chief amongst them? Ares, God of War! Ares’ brand of elitism, kratokratia, means “rule by the strong,” holds that only weak cowards share power. And Ares is willing to prove his philosophical superiority… by putting an axe through Cleisthenes’ soft skull! That is, unless there’s a mighty shield there to block the blow! Can Cap save democracy before it’s murdered in its infancy?
In 2022, America Chavez continues to reluctantly work with “Captain America” but has found a kindred spirit in Valerie Cooper, Director of O*N*E*. Val has no love for Arkady Rossovich but can’t take direct action without threatening her life and career. But what about indirect action?
The public doesn’t know about Rossovich’s history as the Soviet super-soldier Omega Red. Cooper leaks that information to a man with unique hatred for the U.S.S.R. An aristocrat whose family was forced to flee Russia in 1917 after the nobility was decimated by revolutionaries. An apex predator who stayed alive and gained incredible powers through unique jungle alchemy. He was born Sergei Kravinoff… but today the severed head of Omega Red will be the ultimate showpiece on the mantle of Kraven the Hunter!

“TRUTHS HELD SELF-EVIDENT”
Steve Rogers continues to be unstuck in time, though some unseen guiding hand has been depositing him in eras pivotal to the evolution of human liberty. Now that hand has shoved him into 1776: the American Revolution!
The upstart colonies boldly declare their independence from the British Crown. In a vengeful retort, King George III deploys his empowered super-soldier, plucked from
Otherworld, to show them firsthand that all men are not, in fact, created equal. Enter… the malevolent Red Coat! But Steve won’t have to fight him alone. Benjamin Franklin has an electricity-powered suit of armor. Alexander Hamilton never misses or throws away his shot with his dueling pistols. Samuel Adams brews a lager that enhances his strength (but reduces self-control). And George Washington, incapable of telling a lie, throws a silver dollar shield that will not yield! Founding Fathers, assemble!
Meanwhile, in the present, “Captain America” Arkady Rossovich has been tasked with eliminating a new “terrorist” threat - Ulysses Solomon Archer, freedom-loving driver of the specially-enhanced and weaponized big rig, US 1. While hunting this super-trucker, Rossovich becomes the hunted: Kraven the Hunter strikes! These two long-lived Russians have over half a century of enmity between them, but has Omega Cap finally fallen into Kraven’s trap?

“SECOND WAR, SECOND CHANCE”
Steve Rogers continues to be unstuck in time, though he finally lands somewhere familiar… World War II. It’s too late to save Professor Erskine, but maybe he can make a difference in other ways. He had so many missions with his old allies, the Invaders and the Howling Commandos, and not everyone made it back. Could he save friends lost long ago?
Meanwhile, in the present, “Captain America” Arkady Rossovich got the upper-hand on Kraven… yet the Hunter escaped with the unlikely help of that meddlesome super-trucker, Ulysses S. Archer. The former Omega Red wants the U.S. 1 big rig’s image plastered everywhere so that there’s no place to hide. His confederate, M.O.D.O.K., can make that happen on social media - but traditional media still reigns supreme. Six corporations control 90% of television networks, and it appears they all secretly take direction from one disgusting, obese, amoral, attention-deficit slug alien: Mojo!
And bad news for “Omega Cap,” but Mojo thinks that the trucker is sooooooo last month. The new hotness is Madripoor, which Mojo is very incentivized to portray as a dangerous rogue state that threatens its neighbors… justifying intervention (with cash flowing to the right parties, like Raytheon and Advanced Idea Mechanics). Chancellor Tyger Tiger? Oh, pure evil. Responsible for pretty much every bad thing. Poor economy? Endemic political corruption? Little Timmy got a D- in Common Core math class? All Tyger Tiger’s fault. She’s gotta go before democracy can rest easy. So what better way to push that idea than having video of Captain America punching her in the face? Suggested music: Helloween - “Dr. Steen”
“ESSENTIAL PARTS OF US”
Still trapped in time during World War II, Steve Rogers stumbles upon a wartime monster… a ghoulish mad scientist stealing bodies of fallen soldiers from both sides. This madman, Dr. Steen, is a professed scholar with forbidden knowledge of the fabled textbooks penned by Dr. Demogag of Allograft (whatever that means), and he must be stopped… but can Cap thwart his vile plans while also preventing the plane explosion that nearly killed his sidekick Bucky and allowed him to fall into the hands of the Soviets?
Meanwhile, in the present, the Vault - the super-max prison where Bucky Barnes, Natasha Romanoff, Barbara Morse, and Bonebreaker have been detained, without trial, since the end of Negation - is breached in silence. The infiltrators, on a specific mission, are uniquely skilled undead abominations. Stitched together from deceased members of the Red Room, the composite spy/assassin is… Blackest Widow! And with parts collected by Dr. Steen from the deadliest battlefields in living memory, including an arm of particular interest that was lost in a 1945 plane explosion, the Franken-commando is… Wintery-Mix Soldier! And he likes the arm so much, he’s looking for the complete set!
Can Bucky, Nat, and the rest, in their cells and with no weapons, survive this stealthy attempt at organ harvesting by the unholy spawn of Allograft?

“DARK PLACES”
Steve Rogers continues to be unstuck in time, now thrown farther back than ever before to when the ancient, prehistoric kingdom of Valusia was ruled by fabled Kull the Conqueror. In this long-forgotten age of sword and sorcery, Cap finds himself confronted with a cult from pre-cataclysm Atlantis that had gained possession of the accursed Darkhold, authored by Chthon. They used spells perfected in Dhampiraj to transform one of their own number into the first earthly vampire: Varnae! Can Steve stop the blood-sucking scourge before it begins?
In the current year, the Agents of Allograft failed to harvest body parts from the heroes detained in the Vault - but the attempt did facilitate escape! The original Winter Soldier, Black Widow, Mockingbird, and Bonebreaker are free and picked up by Ulysses S. Archer in his enhanced big rig - but the U.S. 1’s other outlaw passenger, Kraven the Hunter, is already working overtime: there are werewolf invaders aplenty, and Kraven plans on making a new vest from their hides!
Can even the newly liberated “All-Winners Squad” make a difference against the Horror God invasion? The invisible squadron following them says no!

“WORDS ECHOING FOR ETERNITY”
Captain America continues to be tossed through time, now farther back than ever… farther back than any human has ever been. He is in the era of the Fall of the Elder Gods, a time when Chthon’s influence had spread and already turned most gods into demons. There he encounters Atum, the son of Gaea. Atum, newly born, is tasked with devouring the corrupted elder gods… but hesitates. Why should he get involved?. Can Captain America inspire the first of the new gods and show him that evil is always worth fighting?
In the present, the “All-Winners Squad” has been captured by invisible men. Rather than being harmed, Bucky and Natasha are instead met with an unexpected offer. In the realm of Iping, being undetectable is the highest and most noble virtue. Merely evading sight is a baseline. The Invisible God has evolved to be completely undetectable by all senses, scientific instrumentation, and magic. He is, truly, the ultimate patron saint of the spy and assassin. The Black Widow and the Winter Soldier are widely heralded as the Earth Realm’s greatest spy and assassin. But they could be so much greater. Without Chthon holding his reins, the Invisible God could teach them… could help them eliminate the other Horror Gods and rule everything from the sacred “Unseen Place.” All they have to do… is agree!

“OUT OF TIME”
It was Gaea all along.
In the time before time, in the Age of the Elder Gods, a time-displaced Steve Rogers is thanked by Mother Nature herself. It was Gaea who was responsible for bouncing him around the timestream, placing him exactly where, or rather, when he was most needed. Now, Steve’s work is done and, as a reward, he is returned from whence he came… The year 2099?!?
It wasn’t where he expected to end up, but nonetheless there’s work to be done! Punisher 2099 and the Free Radicals are engaged with Earth’s wealthiest heroes: the Corporate Avengers!!! They need help! Can Steve take our future back?
In 2022, Bucky’s crew of outlaw patriots (which includes Black Widow, Mockingbird, Bonebreaker, Ulysses S. Archer, and the unlikely addition of Kraven the Hunter) works to oust the remaining forces of the invading Horror Gods from America… a task also being undertaken by what remains of the official, yet fractured, “Dark” Avengers: “Winter Soldier” (Steel Serpent), “Black Widow” (Deadly Nightshade), “Hulk” (Red Hulk), and “Spider-Man” (Tarantula). Call them legacy heroes or identity thieves, but they’ve been trying to fight the good fight since their field leader “Captain America” (Omega Red) was infected with lycanthropy and taken off the board (see Fear Itself: Uncanny Wolfmen #1-4). “ALL CAPS” part one “WHO WILL WIELD THE SHIELD”
Arkady Rossovich’s tenure as Captain America has been… less than inspiring. This may be because, at his core, he’s still Omega Red. But his massive failure during FEAR ITSELF, with his team defeated and fractured early in the event, has caused approval ratings to plummet lower than ever. Not even his allies in television and social media, Mojo and M.O.D.O.K., can fully suppress the pictures and videos of Arkady transformed into a werewolf and fighting other heroes (see THE UNCANNY WOLF-MEN #1-4). He needs to do something…
…and decides America Chavez will be the fall guy! He personally accompanies numerous O*N*E* agents to arrest her on vague charges that suggest she was responsible for Chthon’s actions.
Bucky Barnes, for one, has seen enough. Omega Red will not wield that shield or desecrate Steve’s legacy for even one more day unopposed. To protect the legacy of Captain America, Bucky must become Captain America! Unfortunately for him, he’s not the only one to reach that same conclusion…
It’s enemies have called the United States “the Great Satan”… so why not make that literal? Daimon Hellstrom may be the Son of Satan, but his mother was all American! That means he inherited a strong rebel streak and sense of independence. Plus, now he’s popular, having helped defeat Chthon, which leads the Five-Pointed-Stars and Stripes Sorcerer to believe that he should be the one to take the shield from Rossovich!
But Arkady isn’t giving it up… and if they want it, they’ll have to pry the shield from his cold, dead carbonadium tendrils!

“ALL CAPS” part two “IN THE GOD OF WAR WE TRUST?”
Since that idealistic fool Steve Rogers was frozen in 1945, there have been 248 armed conflicts that have occurred in 153 regions across the world. 201 were initiated by the United States, accounting for 81% of the total number. That’s because the United States is MY country! It’s leaders have worshipped at my alter for decades. And that is why, despite the rise of several pretenders, only I, ARES, am worthy to represent the greatest of all nations as it’s Captain! I shall wield the shield… and the axe!
Alongside Arkady Rossovich, Bucky Barnes, and Damian Hellstrom, now Ares the God of War has laid claim to the mantle of Captain America! But in his zeal, could enticing overtures from the embattled European nation of Symkaria - and more specifically, from Symkarian mercenary Silver Sable - see Ares pulled into a quagmire? Will the Mandarin, eager to divert the world’s attention from his efforts to annex Madripoor, exploit this opportunity?
Meanwhile, Rossovich has decided to fight smarter rather than harder. Instead of using his carbonadium tendrils to suck the life out of the other contenders to the title of Captain America, he’ll use an even more powerful life-sucking tool: lawyers! And his establishment connections hook him up with the best (and, therefore, the evilest) law firm in the multiverse: Landau, Luckman & Lake!

“ALL CAPS” part three “CAPTAIN AT ANY SIZE”
Arkady Rossovich, Bucky Barnes, Damon Hellstrom, and Ares… each claim the mantle of Captain America. Each a buff dude with near 0% body fat. Is that really representative of the good ‘ole U.S. of A.? Ashley Crawford, the mass-amassing hero “Big Bertha,” thinks not!
Wisconsin’s own ample Amazon is as American as McDonald’s apple pie, and she’s ready to wield the shield with body positivity as the biggest, beautifulest Captain America is history! But Crawford’s assumption of the title angers a certain Eastern European secret agent extraordinaire. Silver Sable prefers that “Ares Cap” carry the mantle because she believes his “battle lust” can be exploited for the benefit of her nation: Symkaria. But would Sable orchestrate a Cap Clash™ between the War God and the Big Bod?
Meanwhile, Bucky consults with his missing buddy Steve’s old lawyer (and ex-girlfriend), bold and brash Brooklynite Connie Ferrari. Bucky needs her to explain the papers that the law firm Landau, Luckman & Lake served him with. Bad news, Buck: it’s a cease & desist. They claim that, since Steve Rogers is gone, the trademark on the name “Captain America” reverts to the Department of Defense, seeing as the military invented the super soldier serum and first publicly used the name during USO shows - and the D.O.D. has endorsed Rossovich! Worse news: Landau, Luckman & Lake are aggressive in their intellectual property protection practice. Junior partner, Immanentize T. Eschaton, Esq., carries extra-dimensional armaments in his briefcase - we’re talking guns that would make Cable blush - and he’s looking to settle out of court!

Prelude to World War Z!
“PERFORMANCE EVALUATION”
For the past two years, Arkady Rossovich has enjoyed establishment favor as the “official” Captain America (since CAPTAIN AMERICA #26!). They’ve covered up for his numerous misdeeds and ethical failings, while simultaneously smearing his rivals like Bucky Barnes as criminals. But now there’s a new boss in town…
Helmut Zemo has been elevated to U.S. Secretary of Defense (see NO MORE THUNDERBOLTS #1) and has finally gotten around to looking into the true identity of the so-called Sentinel of Equity. As it turns out, given his family history, Zemo isn’t a fan of the communist Soviet super soldier “Omega Red” - nor of his largely non-Aryan team of “Avengers.” Of course, the animosity is mutual. So when Arkady is called to the Pentagon, he’s prepared for a trap. But can anyone be prepared for Ares, the god of war?
Ares, another claimant to the mantle of Captain America, respects Zemo’s bold and aggressive approach to foreign policy. He’s entered an alliance with the new Defense Secretary based on the shared goal of revitalizing a United States that has grown fat, weak, and entitled. Step one: give the people a Captain America that they can respect - and take an axe to Omega Red!

Historic 50th issue marks the return of Steve Rogers!
“BACK IN RED, WHITE & BLUE”
As the clock ticks over from the year 2099 to the year 2100, Steve Rogers, Jake Gallows, and the Free Radicals have finally toppled the corporate oligarchs that usurped control of the nation! After the “New Year’s Revolution,” Google Android lies in pieces, the Amazonian is trapped in her own fourth-dimensional warehouse, and the people of the United States are set to elect a new president - instead of a board-appointed C.E.O. - for the first time in decades! The spirit of 1776 has returned to the future, and Steve Rogers is pleased at a job well done!
Until it all changes.
Suddenly, the United States is a fascist and totalitarian regime in a constant state of expansionist war. Literal Nazis are in power, with a fortress on Wall Street and a “Captain Axis” spouting their virtues. This is all horrifyingly shocking until Steve sees the man in charge - a führer with a supposedly grand lineage named Heinz Zemo - and then he knows exactly what happened. Helmut Zemo did something to change the past - and, since Cap is from the past, he’s the only one that notices!
Steve’s been a man out of time for two years by our counting (since CAPTAIN AMERICA #27!), but it’s been so much longer from his perspective. He formed the Brotherhood of the Shield with Conan in the Hyborian Age, defended nascent democracy in Ancient Athens from Ares, fought with Robin Hood to save the Magna Carta, battled superhuman redcoats alongside the Founding Fathers, and struggled against Frankenstein monsters during World War II, to name just a few of his temporal exploits, before ultimately returning to save 2099 (see previous issues!). But no other distractions can keep him away. Steve can wait no longer. He must go back in time 77 years and stop whatever Zemo did! He just needs to figure out how to do that…

“GIVE ME LIBERTY….”
Steve Rogers is back! And he’s storming the White House to free POTUS from Zemo’s mind-control! But to do that he’ll need to defeat the man - neigh, the god - who has bastardized his name. “Captain America, God of War”: Ares!
But Ares isn’t the only one to have wielded a shield in his absence. Damon Hellstrom (Son of the Great Satan) and Big Bertha (American as extra-helpings of Apple pie) both assumed the mantle of Captain America for different reasons - and he respects them both. He asks if they’ll join him in his mission. Will they?
There’s one man Steve doesn’t have to ask. His best friend, Bucky Barnes, is already fighting Zemo. Bucky’s remade his World War II unit - the All-Winners Squad - into freedom fighters: Black Widow; Mockingbird; the reformed Bonebreaker; plus Ulysses S. Archer and his big rig the U.S. 1. He’s also already made contact with the “Silver” X-Men, the Raksha of Madripoor, Israel’s Sabra, and Valarie Cooper’s loyalists from the now defunct Office of National Emergency. He’s ready for war! Steve sees in Barnes a man that deserves to be called Captain America… but Bucky feels otherwise! Will Bucky keep the name, or refuse it now that Steve is back?
And despite all this, will Steve need to assemble more help?

“BATTLE FOR THE SOUL OF A NATION”
Note: This story takes place immediately prior to WORLD WAR ZEMO #3.
Amidst the chaos in Washington D.C., with Baron Zemo’s new establishment “Redeemers” engaged in protracted battle against super heroic freedom fighters, one contest stood out from the rest. Two “Captain Americas” were colliding. One represented everlasting warlike aggression, the other peace through eternal vigilance. But one was a god of antiquity, and the other merely peak human. Ares was fighting Steve Rogers, and Steve was loosing…
But Steve sounded the call. “Avengers Assemble.” And Avengers did answer! When the mighty Thor finally arrived (to a mutual “I thought you were dead!?”), he tossed Steve the hammer Mjolnir and empowered him to victory! An enraged Thor proceeded to tear the “Axe of America” Ares in two!
From there, Steve’s mission was clear: save the President. As it turns out, reaching him within the White House was the easy part - for POTUS’ mind was thoroughly washed by Dr. Faustus! Professor Hulk from Empire State University is on the scene, and he has recent experience overcoming similar mind-controlling technology (see HULK IN COLLEGE #1-4), but Cap can’t wait! With telepathic assistance from members of the X-Men: Silver, Cap ventures into the mind of Joe Biden to physically (though psychically) defeat Faustus’ programming! The hypnotic suggestions manifest in the mindscape as enemies and scenarios from Joe’s past and future: from a bad dude named Corn-pop,
to the universal elder Grandmaster who stranded Joe on Battleworld (see All-WINNERS SQUAD vs. LIBERTY LEGION #1-4), to an army of extra-dimensional bugs that surrounded him in the White House (see NEGATION: INSECTICIDE SQUAD #1-4)! Can Cap reclaim what’s left of POTUS’ mind? Is anything left?
Plus: A Frontlines Guest Op-Ed by Tadzio de Santis, White House Press Secretary: “The Super Rebellion Currently Being Led by Steve Rogers is Far Worse than the Negation Wave or the War with Asgard and is the Worst Domestic Attack Since the (Actual) Civil War.”

“V-Z DAY”
Steve Rogers remembers fighting Sultan Magus, who wielded technology that made him nearly invincible within his home country. Now, Baron Zemo has that same technology… but he’s in Steve’s country. And, technology be damned, here Captain America is invincible! Shining Avengers Assemble!
Meanwhile, Black Widow and the Winter Soldier lead their own assembled team… into Sharzhad itself! The alien technology’s weakness was always its need to be in close proximity to its power source: the Rigellian vessel that crashed in the Great Sand Sea on the Egypt-Libya border. Intelligence revealed that Zemo’s scientists managed to synthesize a type of router to permit remote use… and if the Shadow Avengers can destroy the heavily-guarded device, Zemo’s forces will be depowered! They’ll defy all odds to make it happen - but will this allow Sultan Magus to reassume control of the rogue nation?
The Shining Avengers, the Shadow Avengers, and countless normal citizens are taking America back! Can a more perfect union be forged in the aftermath of World War Zemo? There is much damage to undo…

ULTIMATE CAPTAIN AMERICA #57
Plot by EXCITER

“CALLSIGN: FALCON”
Steve Rogers, the original who sacrificed everything to win World War II. William Nasland. Jeffrey Mace. William Burnside. Roberta Mendez. These are just a few of the legendary men and women who have been honored to wear the mantle of Captain America over the past eighty-two years. Now, it is Sam Wilson’s time to wield the shield.
Sam had already carved a niche for himself in the U.S. Air Force as a decorated pararescueman, flying countless successful missions with the jet-powered Exo-7 Wings under callsign: “Falcon.” When it was discovered that he was one of the very few humans alive that might be receptive to the Erskine Super-Soldier Serum, he was a natural choice for Operation: Rebirth to tap as the next Captain America… but the pressure is high. He doesn’t want to end up a cautionary tale like Bob Russo - K.I.A. while failing his first mission as Cap.
Fortunately, Sam’s first mission doesn’t seem that out of the ordinary for him: it’s a covert infil and extraction. A terrorist group has taken a prominent journalist captive in the South China Sea on Scarborough Shoal, an atoll currently the subject of a territorial dispute between China and the Philippines. Sam needs to fly in under the radar, rescue this Sally Floyd, and escape without being seen by either Chinese or Filipino forces. Just another day at the office!
As for the terrorist group, there’s not much intel. They might be new. Chatter did pick up one phrase: “Hail HYDRA!” What do you suppose that means?
