Two men, both transformed into super soldiers by and for their respective nations. One given an unbreakable vibranium shield, the other indestructible carbonadium tendrils. Valerie Cooper is a powerful woman. She sits on the federal Commission on Superhuman Activities and is the director of the newly commissioned Office of National Emergency, a.k.a. O*N*E*, the agency tasked with containing and controlling “non-conventional” threats to the United States. Unlike S.H.I.E.L.D., the activities of O*N*E* are public. There’s accountability and transparency. And that’s how she got Captain America to work for her.
Currently Director Cooper is extremely concerned about advanced weapons the ISIS terrorists Steve defeated in Mosul had in their possession, believing them to be of alien design and to have originated in Sharzhad, a radical middle-eastern nation that seemingly sprung up overnight between Egypt and Libya. Unfortunately, she has to assign Agent Mockingbird to investigate that crisis; Captain America is otherwise occupied. Los Arañas Delvadia is a vicious South American gang with an increasingly violent domestic presence. That usually wouldn’t be O*N*E*’s jurisdiction, but they are led by a superhuman: Anton Miguel Rodriguez, better known as Tarantula, a super-soldier with spider-powers on top. His thugs killed the teen brother of a friend of Steve’s who refused their aggressive recruitment efforts, and Captain America absolutely will not stop until that young man has been avenged and the gang is eradicated in its entirety... which is going to bring him inevitably into a direct confrontation with the gang’s leader - and into the Tarantula’s web!

Shah somehow... bonded with it, using his newfound power to establish a small country around the discovery site and to become a major destabilizing force in the region. The Sultan Magus is doubly dangerous, with technological might from the future and an ideology from the Middle Ages. The good news is that his powers and abilities are limited to a defined radius. The bad news is that within his borders he is essentially a god of Jihad. Following his exploits in the Middle East, Steve Rogers appreciates the need to liberate the United States from its reliance on foreign oil... and he believes Tony Stark might be the man to do it! The genius billionaire playboy philanthropist is looking to change the world by manufacturing commercial vehicles fueled by low-yield versions of the same arc reactor that powers his famous suit of armor, and he intends to give the world a sneak peek at two prototypes: a sleek sedan called the “Tour Machine” and a rugged SUV known as the “Trailbuster” (names are still being workshopped in focus groups). Steve wants him to succeed, but the list of people who don’t is enormous: big oil, the automobile industry at large, and those foreign powers that hold America in their petroleum-filled grasp, just to name a few. So it’s unclear just who hired Donald Pierce and his cybernetic mercenaries, the Reavers, to crash Stark’s Pasadena press conference and destroy the prototypes. What is clear, however, is that Captain America isn’t going to let that happen! Perhaps unrelated, one of Stark’s top scientists abruptly resigns and falls off the grid in a pattern that mirrors recent disappearances of big brains from Roxxon, Horizon Labs, and the Rand Corporation. The only link? A cryptic question scrawled on notepads left on their desks: “Who is George Tarleton?”
Meanwhile, with Steve away from Brooklyn, Congresswoman Roja-Oñederra unilaterally appoints a new Captain America that better reflects her diverse constituency. A protest against Roja-Oñederra’s far-left policy proposals has sprung up in Brooklyn Heights and Chavez is tasked with silencing their “hate-speech” by any means necessary! Yet when the confrontation inevitably turns violent, the shield of Steve Rogers is there to defend the right to peacefully assemble! In this confrontation between Captain Americas, she says he’s no longer suited to wear the colors as a cis white male, a tool of the patriarchy, now defending “literal” nazis. He responds. “Ma’am, I’ve fought literal nazis... and these people aren’t them!” But mere peak-human Steve Rogers is dramatically outgunned in this fight by the flying, super-strong and hyper-fast Fuertonan from the Utopian Parallel. Advanced Idea Mechanics. A massive tech corporation inscrutably hidden behind layers of shell companies, A.I.M. operates within a secret community where brainpower is the highest moral virtue. This “island” is stylized as a paradise for the intellectual elite - at least according to their leader, M.O.D.O.K.! Mockingbird, who stumbled upon the community during an investigation, isn’t so sure!
M.O.D.O.K., however, is sure about Mockingbird, a.k.a. Dr. Bobbi Morse - a peerless counter-terrorist with the mind of a genius biologist and a body that Millie the Model would envy. Who else could be worthy of her affections but the man with the biggest brain? He’d do anything to change her status to “in a relationship”... but will he do THAT?
Romance aside, there’s a new product roll-out to oversee. In M.O.D.O.K.’s view, the greatest danger to the world is the willfully ignorant “working class” - uneducated and unmotivated, they are tainted by racism and religion and if left unchecked will irreversibly change the global climate. The only solution is to remove them, and M.O.D.O.K. plans to do just that - through automation! The year is 2049, and M.O.D.O.K.’s plan has succeeded...
With mass-produced Super Adaptoids flooding the market, the working class have been essentially automated out of existence. Where once all anyone needed was a strong work ethic to succeed, now human labor is virtually worthless, and the vast majority of people live in poverty. M.O.D.O.K.’s Intelligentsia rules from ivory towers in coastal cities - and, he believes, does so benevolently. Inhumane meat and toxic gluten have been outlawed. Lines for the recommended daily allotment of nutritional soy-based foodstuffs are a reasonable four hours long on average. Dangerous instruments like guns and sharp knives can only be possessed by government agents. Potentially harmful ideologies and activities like Christianity and pro football have been criminalized. Predatory men who make unsolicited advances upon women are summarily executed. All is well!
With celebrity now the most noble virtue, the public is largely mollified by streaming devices and social media. Sanitation squads are swiftly dispatched to cancel those few who vocalize problematic opinions. But not all bow. Those who can’t afford the crushing carbon tax face imprisonment for breathing and begin to resist. Many people want their precious freedoms back, and an elderly Steve Rogers leads the charge! But can even he combat M.O.D.O.K.’s brand of progress? If he couldn’t defeat one Super Adaptoid when he was in his prime (see CAPTAIN AMERICA #8), how can he possibly beat a national workforce of them now?
Meanwhile, Mockingbird looks out upon the borderless land she effectively rules as M.O.D.O.K.’s domestic partner and thinks... What have I done? Her intentions were good, but somehow she didn’t see “George Tarleton” for what he was... a tyrant. He currently busies himself constructing a time machine because, in M.O.D.O.K.’s view, the continued existence of garbage people like Rogers is due solely to the fact that their current utopia was built upon the bones of the America that Rogers’ once captained - a fundamentally unfair, oppressive, and irrationally dangerous place. M.O.D.O.K. plans to change that by removing things from the past... but can Mockingbird execute her plan instead and get back on the right side of history?

Tem Borjigin was a criminal street urchin forced to flea Beijing during its occupation. His desperation and ruthlessness saw him enter the forbidden Valley of Spirits, where he found that the local myths were actually hiding an alien spacecraft. Slaying the extra-terrestrial guardian inside, Tem claimed ten rings from the vessel - each offering an incredible ability that allowed him to fight back against the Japanese. As his fame and infamy grew among allies and enemies alike, he became known as... the Mandarin! Yet fame and infamy have their consequences.

With the Allies emboldened by their super soldier Captain America and on the offensive in Europe, the Nazis were desperate enough to turn to the occultist Thule Society. These fiends not only believed that the Aryan race was descended from a mystical land called Hyberborea, but that the gods of that land could be summoned to fight for Germany. And they were right - partially. When one of those gods was actually summoned, it quickly became apparent that he would not support their cause and would require... convincing. But in a state of mental enslavement and unwilling indoctrination, the God of Thunder is not worthy of lifting his hammer Mjölnir - forcing the Nazis to reverse engineer their own!

Botany Bay, cryogenically freezing himself and his trusted lieutenants for a trek to the stars. He awoke in a future where powerful men, in their hubris, sought to use him for their own ends. He, of course, had other plans - plans that were foiled by the accursed crew of the U.S.S. Enterprise. Now he awaits trial on a Federation penal colony, discovering that he has much in common with a fellow prisoner... despite the fact that this fellow prisoner appears to be a gigantic head!
Like Khan, M.O.D.O.K. was created to have superior intellect. Like Khan, M.O.D.O.K. once ruled much of the Earth before being deposed (see the alternate-future presented in CAPTAIN AMERICA #10). The unlikely duo even shared a mutual acquaintance: Steve Rogers. But where M.O.D.O.K. was consistently foiled by the good Captain, Khan defeated him in his timeline. That’s how Khan came to lead his people - by deposing Rogers, the first human augment! But could he do it again?
M.O.D.O.K. was thrown into this future when Mockingbird sabotaged his attempt to time travel (again, see the instant classic CAPTAIN AMERICA #10). He swiftly found himself at odds with Starfleet, but before he was captured he hid his time machine on the Klingon homeworld of Qo'noS. If he and Khan could just get to that machine, they could travel back in time - and Khan could avenge himself upon those that intervened in his grand destiny! Before Thor’s ultimatum, there is a meeting atop Steve’s Brooklyn Heights apartment building. Allies since World War II, the God of Thunder would have words with Steve Rogers before taking any action against the nation he champions. However, the two old friends quickly reach an impasse.
Thor attacked a U.S. Military base and liberated a prisoner before trial. He says he did it to free an ally, the Hulk, whom he believed would never have received a fair trial. But American soldiers died in the process...
The Vanir formally petitioned the USA for aid. By Queen Freyja’s account, long ago the Asgardian Aesir under Odin invaded her realm, killed her father, forced her into a political marriage, and have subjugated her people ever since. She characterizes herself not as a traitor but as a revolutionary, something Cap believes America’s Founding Fathers might identify with. Thor acknowledges his kingdom made mistakes in the past, but his wicked stepmother Freyja overthrew a lawful government, sacked his homeland and nearly murdered his father at his own wedding! Moreover, Thor fought beside the Founding Fathers personally (see AOM INDEPENDENCE DAY SPECIAL #1), and believes Benjamin Franklin would also want to send a bolt of lightening straight up Freyja’s ass!
Thor is King now, and cannot let the Vanir continue to occupy Asgard. He does not relish it, but he must strike at their allies to weaken and defeat them as soon as possible. Cap is just a kid from Brooklyn, and he doesn’t decide who his country forms alliances with. But he can’t stand by while a foreign power invades his shores... even if that foreign power’s leader is a friend.
The time for talking is over. The civil war has begun!

He must formulate a proposed agreement between mortals and “gods” and mythical monsters that is acceptable to all sides. The variables are numerous. Among a litany of other factors, Steve must consider thousands of years of alien history and how it all coalesced to bring about the present state of the Nine Realms. He must consider different cultures with different values and motivations while focusing on the similarities that they all share. He thinks of how Thomas Jefferson must have felt while drafting the Declaration of Independence and imagines Jefferson having to consider Frost Giants in the equation.
As Cap struggles putting pen to paper, he receives an unexpected visitor. The Mighty Thor has come, not to fight, but to speak. Together, an American soldier from the 1940s and a 5,000-year-old Asgardian deity must overcome their differences and find a way to agree on the most important of issues. Liberty. Justice. To King Thor’s credit, Asgard has pledged reparations to the nation it invaded. These come in the form of advanced technologies, including designs for a Bifrost. What Cap values most, however, are the Valkyries. They have agreed to bring back as many fallen souls as they can from Valhalla. Cap had seen war, but never before could the casualties be negated. Yet the process is not without dangers, and the Valkyries are asking for his help! What do these angelic beings need from a Star-spangled super soldier?
Meanwhile, the nation remains starkly divided. The Civil War failed to unify the country against a common threat, as Cap had hoped it might. A pandemic, civil unrest, and a contentious election between two candidates that nearly allowed a blue Elder of the Universe to become POTUS (see All-WINNERS SQUAD vs. LIBERTY LEGION #1-4) are pulling at the ties that bind the nation together... and there are those that seek to pull harder until it all unravels. Omega Red has not given up his effort to raise a new Soviet Union from the ashes of America - though now he has a different adversary: Bucky Barnes. After being the first soul returned by the Valkyries, Bucky reflects on the injustices of his previous life. An immigrant enhanced through a super-soldier program, Arkady’s past is largely whitewashed or covered up and reimagined by the media, who present him as a nearly infallible vanguard for unity. Captain America was an idea that the man himself never lived up to, but that’s promised to change now. Yet, the “hero” formerly known as Omega Red feeds on the very life force of others to survive! Adorned in the red, white, and blue, he’s looking at an all-you-can-eat buffet!
Unlike his predecessor, however, Arkady intends to target real bad guys: business owners, landlords, and police! His first target is a despicable member of the bourgeois: CEO of Pierce-Consolidated Mining, elitist and cyborg, Donald Pierce. This metal swine has exploited the proletariat enough for one lifetime... but has the new Captain America already gotten in over his head by starting a hot war with Pierce’s own army of enhanced mercenaries - the Reavers?

The “Sentinel of Liberty” formerly known as Omega Red had planned to sustain himself by using his vampiric carbonadium tendrils to drain Pierce, but the cyborg villain was more machine than man, wholly bereft of any precious and desperately needed “life energy.” Jail will have to suffice, though it’s more than scum like Pierce deserves. Nonetheless, the need to drain life grows and “Omega Cap” must pick a new target - a human target. Arkady’s handler from China, the Mandarin, has a great suggestion...
Jake Gallows was a member of the now defunct All-Winners Squad. Once considered a hero, M.O.D.O.K used his control over social media to ensure that the time-displaced “Punisher 2099” is now considered a dangerous terrorist - exactly the kind of threat that Captain America exists to end. The stage is set for an epic showdown. But Jake is no easy meal - he’s got an Exo-muscular Undersuit, High Density Heat Sink Plasto-Armor, a .48 Caliber Stark-Fujikawa Street Pacifier, Grenazers, and other powerful gear from 78 years in the future - plus a willingness to use lethal force. Raised Thorite, a faith disfavored by most big boardrooms due to controversial male empowerment beliefs, Jake nonetheless wouldn’t change his ways until finding old War Journals from Frank Castle. For all his other faults, Castle’s refusal to compromise inspired Jake to realize that his corporate overlords were the real criminals all along. He became... the Punisher 2099!
Jake plans to lead Steve to the only group who may be able to help him: the Free Radicals. They don’t 100% agree with approved corporate positions and want to see, read, eat, and think what they want. For that crime they’re condemned to eek out a meager existence on the fringes of society; in the sewers, in the darkness. However, they might be able to locate one of the old, dead heroes’ time machines - and when Steve finds out who their leader is, he has hope for the first time since being defrosted. She’s 96 years old but still spry due to Feurtona biology. She wears the banned colors: red, white, and blue. She calls herself Ms. America and she’s an old ally! That allowed certain special interest groups with considerable influence, including Silicon Valley’s head honcho M.O.D.O.K. and the PRC’s Mandarin, to exert their influence...
Mockingbird: War Journal. Media reports a team consisting of Captain America, Black Widow, the Winter Soldier, the Hulk, the Warriors Three, and Captain Marvel is being assembled to address the imminent threat of the Negation Wave. Upon sneaking into Fort Kirby to confirm, I regret to report my worst fears have been substantiated. This assemblage can only be described as dark and fraudulent.
Captain America. Arkady Rossocich, f.k.a. Omega Red. The nation’s new Sentinel of Equity. An ideological extremist lingering from the Cold War. Current media darling. No surprise to see him as field leader.
Black Widow. Tilda Johnson, f.k.a. Deadly Nightshade. Master of weaponized biochemistry. Uses it to control or kill, sometimes both. A poisonous seductress that lives up to the name.
The Winter Soldier. Davos, f.k.a. Steel Serpent. Trained in but banished from K’un-Lun. Can manipulate and augment chi to enhance his fighting skills. Nasty piece of work.
The Hulk. Ex-General Thaddeus “Thunderbolt” Ross, f.k.a. Red Hulk. Fired and disgraced after “Civil War.” Probably trying to rehabilitate his public image.
Warriors Three. Fandral, Hogun, and Volstagg. Asgardian grunts who, honestly, seem to have no idea about Earth’s hero-villain scene and probably just want to do the right thing. One is comically overweight.
And Captain Marvel. America Chavez, f.k.a. Ms. America. Why the hell is she with this bunch? She knows how bad Rossovich is first hand. This isn’t right...
The team is being immediately deployed to New York City, a major Negation Zone where a lawbringer named XXTR has boldly arrived and proclaimed his intent to eliminate Earth’s Mightiest Heroes. Perhaps I’ll have to collect some real heroes and meet both XXTR and these “dark avengers” there too...

Deciding the Asgardians are their best chance at returning home, they set out to find them… but discover lethal threats along the way. Marauding bands from Nordheim to the north and Picts from the west threaten the frigid land, but more insidious are the cults dedicated to the long-forgotten Elder Gods, the most menacing of whom… is Chthon! The city-state’s leader, Cleisthenes, has proposed a system of political reforms called demokratia: “rule by the people.” This is the world’s first taste of democracy… and some powers-that-be are not happy. Chief amongst them? Ares, God of War! Ares’ brand of elitism, kratokratia, means “rule by the strong,” holds that only weak cowards share power. And Ares is willing to prove his philosophical superiority… by putting an axe through Cleisthenes’ soft skull! That is, unless there’s a mighty shield there to block the blow! Can Cap save democracy before it’s murdered in its infancy?
In 2022, America Chavez continues to reluctantly work with “Captain America” but has found a kindred spirit in Valerie Cooper, Director of O*N*E*. Val has no love for Arkady Rossovich but can’t take direct action without threatening her life and career. But what about indirect action?
The public doesn’t know about Rossovich’s history as the Soviet super-soldier Omega Red. Cooper leaks that information to a man with unique hatred for the U.S.S.R. An aristocrat whose family was forced to flee Russia in 1917 after the nobility was decimated by revolutionaries. Meanwhile, in the present, “Captain America” Arkady Rossovich got the upper-hand on Kraven… yet the Hunter escaped with the unlikely help of that meddlesome super-trucker, Ulysses S. Archer. The former Omega Red wants the U.S. 1 big rig’s image plastered everywhere so that there’s no place to hide. His confederate, M.O.D.O.K., can make that happen on social media - but traditional media still reigns supreme. Six corporations control 90% of television networks, and it appears they all secretly take direction from one disgusting, obese, amoral, attention-deficit slug alien: Mojo!
And bad news for “Omega Cap,” but Mojo thinks that the trucker is sooooooo last month. The new hotness is Madripoor, which Mojo is very incentivized to portray as a dangerous rogue state that threatens its neighbors… justifying intervention (with cash flowing to the right parties, like Raytheon and Advanced Idea Mechanics). Chancellor Tyger Tiger? Oh, pure evil. Responsible for pretty much every bad thing. Poor economy? Endemic political corruption? Little Timmy got a D- in Common Core math class? All Tyger Tiger’s fault. She’s gotta go before democracy can rest easy. So what better way to push that idea than having video of Captain America punching her in the face? Let’s make it happen people, because “regime change” is back on the menu!

In 2022, Bucky’s crew of outlaw patriots (which includes Black Widow, Mockingbird, Bonebreaker, Ulysses S. Archer, and the unlikely addition of Kraven the Hunter) works to oust the remaining forces of the invading Horror Gods from America… a task also being undertaken by what remains of the official, yet fractured, “Dark” Avengers: “Winter Soldier” (Steel Serpent), “Black Widow” (Deadly Nightshade), “Hulk” (Red Hulk), and “Spider-Man” (Tarantula). Call them legacy heroes or identity thieves, but they’ve been trying to fight the good fight since their field leader “Captain America” (Omega Red) was infected with lycanthropy and taken off the board (see Fear Itself: Uncanny Wolfmen #1-4). Arkady Rossovich’s tenure as Captain America has been… less than inspiring. This may be because, at his core, he’s still Omega Red. But his massive failure during FEAR ITSELF, with his team defeated and fractured early in the event, has caused approval ratings to plummet lower than ever. Not even his allies in television and social media, Mojo and M.O.D.O.K., can fully suppress the pictures and videos of Arkady transformed into a werewolf and fighting other heroes (see THE UNCANNY WOLF-MEN #1-4). He needs to do something…
…and decides America Chavez will be the fall guy! He personally accompanies numerous O*N*E* agents to arrest her on vague charges that suggest she was responsible for Chthon’s actions.
Bucky Barnes, for one, has seen enough. Omega Red will not wield that shield or desecrate Steve’s legacy for even one more day unopposed. To protect the legacy of Captain America, Bucky must become Captain America! Unfortunately for him, he’s not the only one to reach that same conclusion…

That means he inherited a strong rebel streak and sense of independence. Wisconsin’s own ample Amazon is as American as McDonald’s apple pie, and she’s ready to wield the shield with body positivity as the biggest, beautifulest Captain America is history! But Crawford’s assumption of the title angers a certain Eastern European secret agent extraordinaire. Silver Sable prefers that “Ares Cap” carry the mantle because she believes his “battle lust” can be exploited for the benefit of her nation: Symkaria. But would Sable orchestrate a Cap Clash™ between the War God and the Big Bod?
Meanwhile, Bucky consults with his missing buddy Steve’s old lawyer (and ex-girlfriend), bold and brash Brooklynite Connie Ferrari. As the clock ticks over from the year 2099 to the year 2100, Steve Rogers, Jake Gallows, and the Free Radicals have finally toppled the corporate oligarchs that usurped control of the nation! After the “New Year’s Revolution,” Google Android lies in pieces, the Amazonian is trapped in her own fourth-dimensional warehouse, and the people of the United States are set to elect a new president - instead of a board-appointed C.E.O. - for the first time in decades! The spirit of 1776 has returned to the future, and Steve Rogers is pleased at a job well done!
Until it all changes.
Suddenly, the United States is a fascist and totalitarian regime in a constant state of expansionist war. Literal Nazis are in power, with a fortress on Wall Street and a “Captain Axis” spouting their virtues. This is all horrifyingly shocking until Steve sees the man in charge - a führer with a supposedly grand lineage named Heinz Zemo - and then he knows exactly what happened. Helmut Zemo did something to change the past - and, since Cap is from the past, he’s the only one that notices!
Steve’s been a man out of time for two years by our counting (since CAPTAIN AMERICA #27!), but it’s been so much longer from his perspective. He formed the Brotherhood of the Shield with Conan in the Hyborian Age, defended nascent democracy in Ancient Athens from Ares, fought with Robin Hood to save the Magna Carta, battled superhuman redcoats alongside the Founding Fathers, and struggled against Frankenstein monsters during World War II, to name just a few of his temporal exploits, before ultimately returning to save 2099 (see previous issues!). But no other distractions can keep him away. Steve can wait no longer. He must go back in time 77 years and stop whatever Zemo did! He just needs to figure out how to do that…

Bucky’s remade his World War II unit - the All-Winners Squad - into freedom fighters: Black Widow; Mockingbird; the reformed Bonebreaker; plus Ulysses S. Archer and his big rig the U.S. 1. He’s also already made contact with the “Silver” X-Men, the Raksha of Madripoor, Israel’s Sabra, and Valarie Cooper’s loyalists from the now defunct Office of National Emergency. He’s ready for war! Steve sees in Barnes a man that deserves to be called Captain America… but Bucky feels otherwise! Will Bucky keep the name, or refuse it now that Steve is back?

Note: This story takes place immediately prior to WORLD WAR ZEMO #3.
Amidst the chaos in Washington D.C., with Baron Zemo’s new establishment “Redeemers” engaged in protracted battle against super heroic freedom fighters, one contest stood out from the rest. Two “Captain Americas” were colliding. One represented everlasting warlike aggression, the other peace through eternal vigilance. But one was a god of antiquity, and the other merely peak human. Ares was fighting Steve Rogers, and Steve was loosing…
But Steve sounded the call. “Avengers Assemble.” And Avengers did answer! When the mighty Thor finally arrived (to a mutual “I thought you were dead!?”), he tossed Steve the hammer Mjolnir and empowered him to victory! An enraged Thor proceeded to tear the “Axe of America” Ares in two!
From there, Steve’s mission was clear: save the President. As it turns out, reaching him within the White House was the easy part - for POTUS’ mind was thoroughly washed by Dr. Faustus! Professor Hulk from Empire State University is on the scene, and he has recent experience overcoming similar mind-controlling technology (see HULK IN COLLEGE #1-4), but Cap can’t wait! With telepathic assistance from members of the X-Men: Silver, Cap ventures into the mind of Joe Biden to physically (though psychically) defeat Faustus’ programming! The hypnotic suggestions manifest in the mindscape as enemies and scenarios from Joe’s past and future: from a bad dude named Corn-pop,
to the universal elder Grandmaster who stranded Joe on Battleworld (see All-WINNERS SQUAD vs. LIBERTY LEGION #1-4), to an army of extra-dimensional bugs that surrounded him in the White House (see NEGATION: INSECTICIDE SQUAD #1-4)! Can Cap reclaim what’s left of POTUS’ mind? Is anything left?

Steve Rogers, the original who sacrificed everything to win World War II. William Nasland. Jeffrey Mace. William Burnside. Roberta Mendez. These are just a few of the legendary men and women who have been honored to wear the mantle of Captain America over the past eighty-two years. Now, it is Sam Wilson’s time to wield the shield.
Sam had already carved a niche for himself in the U.S. Air Force as a decorated pararescueman, flying countless successful missions with the jet-powered Exo-7 Wings under callsign: “Falcon.” When it was discovered that he was one of the very few humans alive that might be receptive to the Erskine Super-Soldier Serum, he was a natural choice for Operation: Rebirth to tap as the next Captain America… but the pressure is high. He doesn’t want to end up a cautionary tale like Bob Russo - K.I.A. while failing his first mission as Cap.
Fortunately, Sam’s first mission doesn’t seem that out of the ordinary for him: it’s a covert infil and extraction. A terrorist group has taken a prominent journalist captive in the South China Sea on Scarborough Shoal, an atoll currently the subject of a territorial dispute between China and the Philippines. Sam needs to fly in under the radar, rescue this Sally Floyd, and escape without being seen by either Chinese or Filipino forces. Just another day at the office!
As for the terrorist group, there’s not much intel. They might be new. Chatter did pick up one phrase: “Hail HYDRA!” What do you suppose that means?
