“CRY HAVOC”
Clouds gather in the skies over Washington D.C., forming the image of King Thor, who speaks with a voice of thunder. He proclaims that this land, and it’s leaders, have chosen their allies poorly. As such, he delivers an ultimatum. The United States of America must immediately sever its alliance with Vanaheim, end all material support to Freyja and her allies, withdraw all forces from the other Eight Realms, surrender all Bifrost technology currently in the nation’s possession, pay reparations to Asgard, and submit to Asgardian inspections to ensure compliance with these terms. Refusal to submit, he warns, will force his hand... and hammer.
General Thaddeus “Thunderbolt” Ross fumes. America has never kowtowed to the demands of undemocratic foreign tyrants, and it never will. The Vanir, he believes, were justified in throwing off the shackles of Asgardian oppression. America will not abandon them and will never submit.
”So you have chosen... war.”
Americans are called to defend their nation - and Steve Rogers has never failed to answer that call. Who will join him, and who will side with Thor?

Avenging his fallen brother and bolstered by Vanir reinforcements, Captain America leads the charge and pushes back against the Asgardian Loyalists’ invasion! Now America is on the offensive, its soldiers, spies, and superheroes not merely defending their homeland but also bringing the fight to Alfheim, Nidavellir, and Jotunheim!
This unexpected rally is enough to force Thor back to the negotiating table, this time opposite Steve Rogers, Thaddeus Ross, and the All-Mother Freyja. Yet these negotiations shine the first light on cracks within this alliance. King Thor has grown weary of this endless conflict... and its cost in friends and family. Should Freyja agree to relinquish control of occupied Asgard, Thor is prepared to offer a massive concession his father never would have considered: he shall grant all realms independence from the crown, permitting the Vanir and their allies the freedom to rule themselves as they see fit. He proposes to let freedom ring, undoing Odin’s imperialist conquest from ages past. Cap is satisfied that the revolution succeeded... yet, to his shock, Freyja is not and refuses the proposal. “WE HOLD THESE TRUTHS...”
The Civil War has cost much. Friendships and families have been torn asunder. Iconic teams such as the Fantastic Four and the Ultimates have fractioned while heroes like the X-Men and Agents of A.R.C.A.N.A. have been set against one another. Yet Captain America has always believed that what has been burnt down can be rebuilt stronger. To that end, and given King Thor’s expressed willingness to grant all Nine Realms independence, Steve Rogers drafts a treaty... the Treaty of Brooklyn Heights. Thor is prepared to sign. Others are not!
All-Mother Freyja is outraged at the insolence of the star-spangled mortal. His meddlesome peacemaking causes the fire demons of Musphelheim to withdraw their support, as they were only interested in escaping Asgardian rule. The remaining opposition to Asgard and its allies is the Frey Dynasty - herself, Queen of Vanaheim; her father, Frey, undead king of Niffleheim; and her son Balder, now in a polygamous marriage with the twin rulers of Svartalfheim, the dark elves Illska and Sārga. Frey’s family, under her matriarchal stewardship, will never accept any treaty. This Civil War will not end until Thor bends his knee to a Frey in complete submission! And to that... Thor says thee nay! To end the war, he’ll sign the Treaty in his own blood if need be... and it just might!
And when Bucky Barnes returns and reveals it was Freyja who sent him to Valhalla, it’s clear to Cap that America’s alliance with the Vanir is over... one way or another. But will General “Thunderbolt” Ross, the Red Hulk, agree? Or is he more concerned with obtaining the Vanaheim technology that Freyja promised him? Is this a civil war within the civil war?!
In the dramatic conclusion, the sides shuffle, the Civil War ends... and there will be decisive victors!
