Never one to waste time, Despero gives a press conference at the spaceport leaving the Takron-Galtos prison planet and lambasts the Green Lantern Corps as usurpers of Kalanorian sovereignty. There is a sincerely held religious belief that rare three-eyed members of his species, like Despero himself, have the divine right and, indeed, the obligation to mind-control others. He believes the Guardians of the Universe have no right to criminalize and judge their faith based on alien norms and values! To combat this “oppression,” Despero boldly declares his candidacy for Prime Minister of Kalanor - and announces a platform centering on withdrawal from the United Planets and revocation of Green Lantern jurisdiction within their home solar system! The scary thing is... it looks like the ex-con might win!
Hal Jordan put Despero away five years ago. Despite knowing the fin-headed fiend oversaw a vast criminal empire, all the Green Lantern Corps could prove in Space Court was that he abused his psychic powers. Hal still can’t prove that Despero has blood on his hands... but a surveillance construct just might discover something he can use. Technically, as long as it only records movements in public spaces Hal doesn’t need a warrant. But will that technicality protect him when Despero learns he’s being watched??

Doomsday is gone! After causing untold devastation, the monster disappeared from behind a Green Lantern planetary blockade. Hal Jordan is assigned to find out where the beast went... for none can rest easily until Doomsday is found and contained. But his investigation may point to an even greater disaster looming on the horizon. Did someone hide a Starro spore in Lobo’s Space Hog before he broke the blockade?
Meanwhile, Oa’s medical technology repaired the physical injuries Guy Gardner sustained on Klackdor VII - but mental wounds are harder to heal. The local authorities, however, aren’t exactly grateful for Corps’ efforts. In fact, Green Lanterns Stewart, Gardner, and Cruz are shocked when the Corps is blamed for causing the outbreak in the first place!
Hal Jordan was patient zero. He was infected by being in proximity to Earth-2 Doomsday when the monster was finally slain, and Hal unknowingly brought the virus back to this reality with him. The immense guilt he feels is bad enough, but things get worse when the newly synthesized cure isn’t fully effective on him: it stops Hal from transmitting the virus, but it doesn’t reverse its effects. He’s still huge, grey, has protruding bone spikes, and can barely control his rage!
So it’s just about the worst time for intergalactic despot Despero to organize a massive jailbreak from the prison planet Takron-Galtos where Hal’s being held! Until recently, we have tolerated this incursion as the Corps operations have been largely benevolent. Unfortunately, that is no longer the case. The United Planets has accepted Earth as a member and adopted the Green Lantern Corps, under Hal Jordan, as an official law enforcement branch. But this hasn’t been without controversy. Vandal Savage’s “Humanity First” campaign badly damaged Earth’s reputation. Despite John Stewart’s efforts, some within the United Planets resent humans… as do many more outside of it.
Currently, the planet Cargg is hosting a conference. Gathered are representatives from powers traditionally seen as individual rivals or enemies to the U.P., including the Dominators, the Khunds, and the Kroloteans. All were personally invited by the conference’s host: Despero, ruler of Kalanor before he was deposed (see GREEN LANTERN #17-18), who disappeared after Hal Jordan reluctantly helped him escape prison (see GREEN LANTERN #31-33). If he can convince the assembled powers to sign his “Cargg Accords,” a mutual defense treaty proposed in response to Earth’s U.P. membership acceptance, then Despero will have shifted the hierarchy of power in the universe and will be a founding father to the U.P.’s greatest threat!
But one conference invitee stands out from the rest… the representative from Czarnia (the last Czarnian, in fact!). Despero has every reason to believe that Lobo hates Earthlings, seeing as they set him up him for murder charges and detained him in an alien prison until he escaped (see THE FLASH #29-30, AQUAMAN #22). But is the Main Man really ready to sign on with these fraggin’ bastiches?

In the wake of his devastation, the Black Racer seeded Savoth with a plague of insectoids: a viscous, carrion-eating offshoot of the “Bugs” that inhabit New Genesis. Their patriarch, the vile “energy vampire” Mantis, sends his newly hatched swarms of warrior drones to eliminate Savoth’s remaining survivors. He claims the planet as a colony world… the first of many!

At the same time Sur is seen as unreasonably protective of Earth, getting U.P. forces engaged in a conflict with the Khund Empire to protect the planet when many believed the Khund had justification for attacking. Her romantic relationship with the earthling John Stewart is blamed…
With elections coming up, President Sur needs a win - as does Stewart, the Representative of a now highly unpopular Earth. It is decided that stopping the Black Racer’s reign of terror must be that win!
Teaming with the Flash Family, John Stewart boards the G.L.C.S. Interceptor with Guy Gardner and the head of the Corps himself, Hal Jordan. They’re heading to the husk of Xanshi, the Black Racer’s last known location before communications were cut off. But what they find is so much worse than what they expected. As John Stewart is fully returned to life by Death of the Endless, his old Green Lantern Power Ring leaves a gracious Wally West’s finger and returns to its rightful bearer. At the same time, Death requests the return of her Black Lantern Power Ring: she’ll keep it safe until her Corps is needed again. But hey, John’s been really cool during this whole thing so she’s got a departing gift for him…
The spirits of Xanshi, including the ghost of their late ruler Yrra Vag'Iir, appear. Xanshi was first destroyed in the “Fire From Heaven” event; Stewart blames himself for not urging the United Planets to preemptively attack Pyra and maybe stop her path of destruction. The husk of Xanshi were used as the host planet of the Black Racer, who infested it with carrion-eating Bugs led by the now deceased Mantis. After their world suffered tragedy upon tragedy, will the spirits offer forgiveness? Or will they demand penance?
Meanwhile, inspired by his friend Barry Allen’s wedding proposal, Hal Jordan decides to reach out to his old flame Carol Ferris. After all they’ve been through, can this Lantern rekindle the romance?

Instead, they created the ultimate super-organism: weaponized evolution made manifest, ever-growing with the ability to spawn warriors or tanks or space vessels or armies and fleets thereof as needed.
Jessica calls them the Dominoid.
An abysmal scourge, they consume all biological matter to fuel their own replication. Seek. Dominate. Recycle. This is their genetic impetus. They’ve consumed their creators and eaten everything within Dominator space - and now they are ready to spread outward!

The Dominator scientists theorize that Dominoid’s internal cohesion, the lethal evolutionary ability that allows them to control armies made up of… themselves, can be disrupted. From one, many. Divide and conquer.
