The team has made their way to Vampire Batman's tower, deep in the heart of Necropolis. An air strike from above is impossible, the Justice Masters having prepared for such a plan long ago. Vicki leads the team straight through the front door instead.
As they climb the tower, they encounter many of Batman's allies: Vampiric Horrors like Harley Quinn, David Cain, and others. Mysteriously, the heavy hitters - Diana, Arthur, etc - are absent. With the combined might of the Supermen, these monsters are no match.
In the tower nest, Batman awaits. Vicki approaches him, vampire stake in hand, when suddenly a figure crashes through the wall! "Couch Surfing"
Though Ra's al Ghul has been defeated, the Outsiders have had their headquarters burnt down. As a result, they are temporarily scattered.
- Oliver Queen & Dinah Lance dress fancy and meet with the Queen Consolidated Board of Directors, hoping to gain funding for a new base of operations for the Outsiders. This request is denied. After some debate they decide this is a good thing - the team needs to "live among the people".
- Benjamin Turner & Tatsu Yamashiro hole up in an abandoned martial arts dojo in the bad side of town. They re-open it and take on students, creating a safe neutral zone for kids to hang out away from gangs.
- Jefferson Pierce & Helena Bertinelli shack up in a motel and perform reconnaissance on a local mafioso. Pierce counsels Helena through some anger issues and reveals his rudimentary Italian knowledge.
- Interspersed with these stories are recurring background images of Blackfire, just hanging about. We eventually find that she crash landed here after saving the universe from the Electron Wave.
Her powers are on the fritz and she is experiencing a crisis of conscience after performing such a heroic act. She reluctantly bails Black Lightning & Huntress out of trouble while battling the mafioso.

As you saw last issue, the Siren’s concert led to rioting in the streets of Hub City. Vic’s had enough of Sportsmaster and Siren using Hub City as their plaything. To break the real story, Vic’s been trying to get GOAT Laurence “Crusher” Crock on his show to discuss Crock’s business activities in Hub City. The plan is to mention evidence and crooked dealing while calling him “Laurence” which Crock hates. The hope is to upset Crock enough to get him to admit to something.
Part A of the plan worked as Crock became very angry, called Vic a “second rate Jim Rome (google him, kids)” and slugged him. Now fight scenes, even ones between non-powered individuals are common in comics, but when the hero is in his secret identity and is forced to show his talent and the film is rolling causing copies to pop up all over the internet, Vic may soon get another claim to fame.
