Word travels fast on the streets of Gotham City. In every bar room and back alley rumors quickly become fact. The latest rumor goes like this - "BATMAN KILLED THE RIDDLER IN COLD BLOOD!" Has the caped crusader gone homicidal? Criminals beware. Next time you run into the famed vigilante, he may not send you to Blackgate or Arkham, he may send you to the morgue.
The Batman makes his rounds through the city, connecting with his closest allies to convince them that the vicious rumor is untrue. He still lives by his code. Criminals should be punished, not murdered. Heroes are not judges. He also warns them that he locked eyes with the man who shot Riddler, and the mysterious man winked at him as if he knew his true identity. If the killer knows Batman's secrets then he may also know his allies' as well. To Batman's surprise, some of his closest crime fighting partners seem disappointed that Batman did not do the deed, and may be open to new, harder ways to stop Gotham's villains permanently. Is Batman's way outdated? Is he losing his grip on the city?
Catwoman is missing. As is Lucius Fox. Their last known location tracks to London, England. And what does this have to do with a threatening letter Alfred Pennyworth just received? Sins of the past aren't always forgotten.
Batman pays a visit to Commissioner Gordon atop Gotham Central Police Station. He notices right away that the Bat Signal is gone. Gordon brings more foreboding news, laying all his cards on the table. As of this morning, his unit has been assigned to investigate the disappearance and suspected murder of The Riddler. And Batman is their prime suspect. Until they can clear his name, Gordon and the GCPD must have no association with the city's legendary protector. Batman, you are good at disappearing, I suggest you do so now.
Arkham Asylum. Dr. Quinn is concerned about her patient, the "John Doe" spree killer. His schizophrenia is running wild and today he seems to be in much physical pain. Thankfully she just left his cell to speak to Jeremiah Arkham about the issue when "John Doe" exploded, taking out the southwest wall with him. The flood gates are open. All personnel, lock it down now. The inmates are lose, protect yourselves. Gotham City just got a little crazier.
On the outskirts of the city, in his secret lair...The Joker laughs. Now, his pets will come to him. Elsewhere, in the darkness, a man named Chill hears the news, cracks a smile and thinks of the possibilities. Fish in a barrel, he says to himself. Fish in a barrel.

In another part of DC, James Mason follows the cop that was spared at his F.O.G. initiation, Officer Brian Green. Green meets with several important looking individuals, none of whom James recognizes. After getting a few pictures, James decides to visit Green at his home, as Gangbuster. During the interrogation, Gangbuster learns that Green didn't know who the men were and that he was only to deliver a package to them, contents unknown. As Gangbuster is leaving the house, there is an explosion that throws him several feet, dazing him, destroys the house, and kills Officer Green. When he stands up, he finds himself face to face with Manhunter.
